Project Background: 

The USAID Fiscal and Accounting System of Tunisia (FAST) Project supports the  Government of Tunisia (GoT) to improve public financial management. FAST focuses specifically on enhancing and upgrading the government’s public financial  management information system (PFMIS) to increase the efficiency, transparency,  and predictability of public finances. The project strengthens the government’s  capacity to carry out fiscal, budgetary, and revenue collection mandates and advances  electronic services to optimize regulations, procedures, and authorizations that reduce  the cost and time burden on businesses, facilitate investment and trade, and promote  innovation. Finally, FAST works to strengthen communication between policy  makers and the public to build a common understanding of the constraints to—and  opportunities for—economic expansion. 

Purpose: 

. The Capacity Building and Communication Coordinator, under the direction of the  Change Management and Capacity Building Advisor, is responsible for coordinating  the design, development, implementation and monitoring of capacity building and  communication initiatives undertaken as part of the FAST project. 

Responsibilities and Key Tasks: 

  • Support the Change Management and Capacity Building Advisor in elaborating, editing, and saving reports on activities and meetings organized as part of the FAST project. 
  • Support the Change Management and Capacity Building Advisor in managing the project’s learn Management System Platform.
  • Work on drafting calls for tender and prospecting the market for the project communication and training needs.
  • Coordinate and organize project-related events.
  • Disseminate communication materials and content to project stakeholders, partners, and target audiences via the relevant media after reviewing with the Change Management and Capacity Building Advisor and The Management Team.
  • Coordinate the collection and maintenance of information related to  capacity building and communication required for regular reporting to  USAID accord
  • Supervise the MEL Assistant while collecting and preparing MEL Reportsrelated to capacity Building activity following the Change Management and Capacity Building Advisor Guidance. 
  • Coordinating with the various suppliers and setting up a monitoring tracker for various deliverables following an agreed agenda.
  • Ensure ongoing quality insurance of project assignments.
  • Support team members in external meetings/ workshops as required.
  • Perform all other duties as assigned and required.

Critères d'éligibilité

  • At least 5 years of professional experience.
  • Experience in monitoring &  evaluation, project management, or a related field preferred. 
  • Bachelor’s degree (or equivalent) in the related field of study.
  • Outstanding written, communication, and editing skills 
  • Experience with baseline survey design, and analysis preferred.
  • Proficiency in database management and data analysis preferred.  
  • Excellent organizational skills attention to detail, and ability to prioritize and  manage multiple tasks
  • Experience with USAID projects preferred
  • Experience with international  donor-funded projects is also an advantage
  • Experience and familiarity with DAI systems and procedures preferred.
  • Oral and written fluency in English. French and Arabic experience preferred.
