Main Purpose
Leading an area of specialization within the Logistics family by providing technical guidance, developing and ensuring the implementation of its national policies, guidelines and standardization of common practices in accordance to MSF policies in order to enable the development of the mission in perfect working conditions
Accountabilities
- Elaborating the national policies, guidelines and standardization of a common practice in his/her area of specialization and validating budgets and all the means for the preparation of any technical activity related to his her domain. When required, elaborating the plans of the project
- Being the final responsible at mission level for the supervision and monitoring of the technicity of any work in the field of expertise, ensuring that the works are done following MSF protocols, national policies and state regulations and project specifications.
- Validating the technicity of the projects in the mission, participating in the project design and development and ensuring that technical aspects and the compliance with the local legislation and practices in the area of expertise (including timing, financial, materials, equipment and human resources needed) are met
- Training/coaching managers at project level in in the technical and integration aspect of the project
- Identifying, collaborating and providing main support in the technical representatives of the national interlocutors like ministries or national suppliers. Preparing all technical content in the national and international tenders and participating in the selection committee.
- Following up and reporting on the works’ progress and on technical aspects of the work, participating in monthly reports at coordination level according to guidelines (SitRep, Logistics Statistical Report, etc.).
- Planning and supervising, in close coordination with the HR Co, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her hierarchical supervision in order to ensure both the sizing and the amount of knowledge required
MSF Section/Context Specific Accountabilities
Staff/HR/Training/Support:
- Support and train staff, at project level and coordination to ensure understanding and adherence to policies, best practices and procedures.
- Regular visits to projects to provide support, in terms of training, maintenance, installations and follow-up.
- Responsible for briefing of incoming mission expats and new National staff in Coordination on the ICT policy and the use of ICT and Communications equipment in the mission
- Gives functional support on MSF department specific software: Unifield/ Fuchia/ Homere/ HIS
Repair/Maintenance/Set Up:
- Track all occurring issues on a daily bases, analyze and take corrective measures by for example improved user trainings.
- When requested, supervise and implement ICT activities, and in the event of major technical problems, inform the line manager, in order to actively propose a solution.
- Carry out technical evaluations of all ICT installations including, drawing up the necessary documents (contracts, etc.) in order to ensure technical implementation and servicing at both coordination and field level.
- Assist with setup and installation of ICT and communications equipment, coordinate external maintenance and servicing when necessary and ensure best practices for ICT and Communications equipment.
- Communicating with and outsourcing suppliers for technical support, training or servicing of equipment.
- Install, Assess and fix routine hardware and software breakdowns and issues upon request in coordination office
Supply/repair/follow up and tracking:
- Maintains inventory list and stock of ICT and communications equipment at coordination level
- Maintains the equipment sign out sheet and ensures users liability contracts are signed for each user in Coordination.
- Assist, in collaboration with the LogCo in drawing up procurement orders for local and or international orders. Identify potential local providers in order to ensure timely and quality maintenance activities and purchase of IT assets.
- Support Supply Logs with technical input concerning procurement (e.g. specifications and item codification), storage and other supply processes, in order to ensure smooth supply operations.
Reporting:
- Review and analyze ICT and communications reporting at project level and complete Coordination and mission level ICT and Communications reporting in the LRT.
- Conduct trip reports and give feedback to projects and LogCo.
UniField related Responsibilities:
- Function as the backup of the Log Supervisor (holiday/sickness/other) for all UF supply tasks
- Creating Internal requests and orders
- Sourcing FOs
- Creating codes when required
- Manage the UniField User Rights Overview as directed by LogCo
- Trouble shoot any synchronization issues
- Manual application patching/upgrade
- Manage the UniField Database
- Implement the UniField Backup policy
