About Ma3an Project:

Ma3an is a seven-year program funded by the United States Agency for International Development (USAID) and implemented in cooperation with the Presidency of the Government. Ma3an’s goal to increase Tunisian youth civic engagement and economic opportunities. At the community level, Ma3an uses a community-driven youth development model to inform and support sustainable interventions through ongoing collaboration between community actors that are inclusive, participatory, and solutions-driven. These include working with and through local CSO partners to understand local dynamics in each community; and implement community-driven youth development programming involving youth, local NGOs, local government, and other community leaders through community-specific grants.

In order to reinforce our Program Department, we are looking for qualified candidates for the position of Technical Program Officer – Youth Economic Empowerment

The Program Officer – Youth Economic Empowerment will work with and report to the Youth Economic Empowerment Technical Lead on all activities related to youth economic empowerment under Ma3an.

Main Responsibilities and Tasks:

  • Support the “Promising YEE models implemented in Ma3an communities for Tunisia” activity, including conducting mapping of promising approaches; contributing to the design of a grants program and the selection of partners to apply models; providing technical assistance to selected partners as they implement and report on their models; and synthesizing and sharing lessons learned from applied models.   
  • Support the “Youth-led Social Entrepreneurship activity” including working with Ma3an team members and experts to propose an initial model adapted to Tunisia to co-design with selected partner; supporting the selection of a partner and facilitating a co-design process for youth-led the social entrepreneurship model that will be applied; providing technical assistance as the partner applies and reports on the model; and synthesizing and sharing lessons learned that will facilitate the improvement and expansion of this model to additional partners.
  • Support other team members to design and implement the YEE collaborative action planning method with selected local partners.
  • Support the identification of YEE stakeholders and activities to connect them to youth-community collaboration mechanisms and youth safe spaces that Ma3an is supporting in 33 communities.
  • Identify opportunities for Ma3an youth and partners to connect with, benefit from, and collaborate with existing YEE resources, programs, and opportunities, including government or donor-supported programs.
  • Support the monitoring, evaluation, and learning (ME&L) team and program staff in integrating a Collaborating, Learning, and Adapting (CLA) approach into program activities.
  • Contribute to the production of quarterly progress and annual reports and other reporting documents as needed.
  • Ensure that activities are infused with principles of Do No Harm / Positive youth development/ conflict sensitivity and Gender Equity and Social Inclusion (GESI).
  • Conduct technical research and improvement of methodologies, as needed.

Other Responsibilities

  • Perform any other reasonable duties as assigned by the Deputy Chief of Party
  • Respect and abide by all the internal regulations of FHI 360 platform office.

 

Critères d'éligibilité

  • Bachelor’s degree or its international equivalent in Business Administration, Finance, Accounting, International Administration, International Development, International Business, Management, Public Administration or a related field
  • A minimum of three years’ relevant professional experience on international development programs and/or work in the civil society sector of Tunisia and/or other countries
  • Experience managing relevant programs in the target communities, such as youth development and/or community engagement/mobilization programs in Tunis
  • Experience with design and management of civil society grants programs preferred
  • Familiarity with international development donors’, particularly USAID, programs, rules and regulations highly desired
  • Ability to work effectively with local partners and stakeholders
  • Ability to work effectively in a highly collaborative team
  • Strong analytical, communication, organizational, writing, and interpersonal skills
  • Fluency in French and/or Arabic; Excellent oral and written communication skills in English strongly preferred
