FHI 360 is currently recruiting for the position of Technical Program Advisor for an anticipated five-year USAID project in Tunisia that is expected to begin implementation in June 2023. The overall goal of the Civil Society Activity is to empower Tunisian citizens to act and advocate for specific issues and effect change at the local, regional, and national levels in advancing Tunisia’s development and to build the legitimacy and sustainability of the civil society sector. Interventions will be focused on five to ten thematic areas decided through a participatory approach, over the course of the award, that reflect local priorities, political will, and strong potential to make tangible improvements in the daily lives of citizens. This activity has three main objectives: 1. Increase the engagement and agency of citizens to act and advocate for specific issues of public interest; 2. Strengthen the institutional capacity of civil society organizations to promote positive change on citizen and constituent priorities (based on the organizational mission); and 3. Promote effective partnerships (intra- inter- and multi-sectoral) at local, regional, and national levels (e.g., government, civil society, citizens, private sector) to advance shared development objectives.

 

Job Summary:

The Technical Program Advisor will support the Deputy Chief of Party (DCOP) in overseeing project implementation and will be responsible for providing program technical direction and managing a team of five technical specialists who will provide technical support to the regional program teams, partners, and civil society grantees to increase their capacity to promote positive change by engaging citizens and forming partnerships to act and advocate for specific issues of public interest. The Technical Program Advisor will coordinate the activities of the technical team, ensure the technical quality of activities and deliverables, and lead the drafting of annual work plans and quarterly performance reports. The Technical Program Advisor will be a full-time position based in Tunis with project-funded travel to other regions of Tunisia. This position will report to the Deputy Chief of Party.

 

Primary Responsibilities:

  • Ensure the technical quality of Tunisia Civil Society activities, including those directly implemented by FHI 360 and those implemented by local implementing partners;
  • Provide technical input for the development, coordination, and implementation of complex and diverse sets of interventions to produce the Activity’s expected outcomes;
  • Supervise and coordinate a team of technical specialist who provide cross-cutting support to the project’s activities, and support them in developing professionally and acquiring new skills as needed;
  • Lead efforts to refine project methodologies and to provide training and technical assistance to staff and relevant stakeholders on their application;
  • Lead the drafting of quarterly program reporting and annual work plans, and ensure that other written products related to the project’s technical approaches and learning are of high quality;
  • Provide technical guidance to project staff on tailoring interventions to the selected thematic issues and selected CSO grantees;
  • Support the Program Communications Specialist to produce compelling and compliant written, video, and social media messaging and success stories that clearly convey the project’s activities and results;
  • Support the GESI Specialist to adapt and develop tools and trainings to support regional program teams, partners, and grantees to effectively integrate gender equity and social inclusion approaches across project activities;
  • Integrate “Collaborating, Learning, and Adapting” into the overall technical approach of the Tunisia Civil Society Activity, ensuring that the technical team is continually learning and sharing lessons they have learned, and adapting project activities to these and other changes in the context;
  • Collaborate closely with the M&E, program and grants, and finance and operations teams to ensure that the Activity’s technical approaches and methodologies inform, and are informed by, programmatic, M&E, financial and operational considerations.

Critères d'éligibilité

  • At least 8 years of experience of senior level experience in civil society, governance, organizational capacity building, advocacy, rule of law, or other related democracy, rights, and governance sectors in Tunisia.
  • Proven leadership and experience implementing and providing technical assistance to civil society strengthening, civic engagement, organizational capacity building, and/or advocacy activities;
  • Fluency in speaking, reading and writing in English and Arabic and/or French required;
  • Master’s or higher degree in a relevant field such as international development, law, political science, or related social sciences;
  • Proven human resource management skills and demonstrated success as a project manager with organizational skills to successfully manage and coordinate teams;
  • Ability to develop and foster relationships with diverse local counterparts including government representatives, civil society organizations, donors, and donor-funded implementers;
  • Strong verbal and written communication skills and proven ability to produce high quality written deliverables in English
