Ifrikya Center for Common Ground (ICCG) is a Tunisian non-profit organization working to promote non-violent conflict resolution. ICCG’s mission is to promote sustainable social cohesion within local communities in Tunisia, through the facilitation of conflict transformation processes. ICCG is committed to fostering a culture of dialogue and diversity through the involvement and capacity-building of all components of society. It helps members of Tunisian society to address conflicts and differences constructively, through cooperation and dialogue. ICCG works through multiple channels, mainly with public authorities, young people, representatives of civil society organizations in the 24 governorates, the Tunisian media, and local authorities, to build the capacity of individuals and institutions to address challenges by understanding differences and acting on common ground.

About the project:
Fa-y-k-in builds on the success of previous projects, “Fa-y-ke wa Nfeyyak” and “Be Fa-y-a-k” and is a 12-month project funded by Porticus Foundation and implemented by Ifrikya Center for Common Ground (ICCG). The project seeks to address misinformation in Tunisia through online and offline methods while encouraging civic engagement and social change. A key component of the project is the creation of an eLearning platform to enhance media literacy and fact-checking skills among youth influencers and Tunisian youth.
Objective
ICCG is aiming to select a qualified tech development company to design, develop, and launch an eLearning platform (web application) that provides a comprehensive educational experience focused on fact-checking, misinformation dynamics, and media literacy.
Scope of Work:
The selected company will be responsible for the following tasks:
- User Interface (UI) and Experience (UX): Create a user-friendly design that caters to both youth trainers and learners.
- Multi-device Compatibility: Ensure the platform is fully responsive, and functioning on desktop, tablet, and mobile devices.
- Custom Branding: Align the platform’s design with ICCG’s branding, colors, and overall mission.
- Server Hosting and Domain Name:
- Provide secure and scalable hosting for the platform.
- Host the platform under the domain name elearning-iccg.com.
- Ensure that the server can handle high traffic loads and allow for real-time updates.
- Content Management System (CMS) and Learning Management System (LMS)
- Develop a flexible CMS that allows ICCG to upload and manage course materials, quizzes, and media content.
- Ensure multilingual support (Arabic, French, English).
- Course creation and management for the youth.
- Quizzes, assessments, and certificates for course completion.
- Progress tracking for participants.
- User Management and Access
- Implement user roles for administrators, trainers, and participants with varying access levels.
- Enable secure user registration, login, and profile management for youth influencers and participants.
- Integrate multimedia resources (videos, articles, infographics) to aid in learning and engagement. The platform will include several modules such as:
- Media Literacy, fact-checking Tools and Resources: Provide tools and resources to help users learn how to verify information and combat misinformation.
- Digital Peacebuilding, Creation of Positive Narrative.
- Nonviolent Communication
- Community Engagement
- The importance of Diversity, Equity, and Inclusion (DEI)
Each of these themes includes the following:
- Video Lecture: Overview of key concepts and case studies.
- Infographics: Visual aids to simplify complex information.
- Interactive Quizzes: To reinforce learning and provide feedback.
- Articles and Resources: Additional reading materials and external links for deeper exploration.
- Certificate of Completion: Acknowledgment of skill acquisition.
- Evaluation/Feedback: Post-training evaluation to assess impact and gather feedback for improvement.
- Ensure compliance with relevant data privacy laws (such as GDPR) and protect user data through encryption and other security protocols.
- Implement secure payment systems (if applicable for paid courses).
- Testing and Quality Assurance
- Conduct thorough platform testing, including functionality, usability, and security assessments.
- Resolve bugs and optimize platform performance.
- Provide detailed training to ICCG staff on how to manage the platform’s CMS and LMS functionalities.
- Deliver user manuals and documentation to support ongoing use and management of the platform.
- Offer post-launch support for bug fixes, platform updates, and technical assistance for a period of 6 months.

- Launch and post-launch support: Ongoing for 6 months after the launch date
Selection Criteria
The proposals will be evaluated based on the following criteria:
- Technical expertise: Proven experience in developing e-learning platforms.
- Portfolio and references: A track record of similar projects familiar with youth-led action, social projects, and peacebuilding, with references.
- Cost-effectiveness: A competitive financial offer.
- Project timeline: Ability to deliver the platform within the agreed timeframe.
