Job Description
The Innovation and Planning Agency Switxboard SUARL (IPA) is looking for an teamleader Sfax and Zarsis (w/m/d) to support the “Harraga Project” (HP) in Tunisia. The HP is supported by the European Commission’s Asylum, Migration and Integration Fund (AMIF) and the Austrian Interior Ministry and is implemented as of March 2021 by EB projektmanagement GmbH (EBP) in Austria through its implementing partner IPA in Tunisia.
The project tries to establish direct contact and involvement of Tunisian and third country migrants to better care for those in particular need of protection and to ensure access to help. The target groups are assisted with psychosocial support counseling and safe spaces, facilitating reintegration in their country of origin, information and legal services in Tunis, Sousse, Sfax and Zarzis. It is further hoped that alternative solutions and perspectives can be developed to counteract irregular migration.
The project will support Tunisian civil society organizations that are active in the migration and / or protection and / or small-scale business or livelihood sectors for the following thematic areas:
• social support structures for vulnerable groups and persons of concern
• income generating and job creation activities
• cultural, sport and information events and activities (for youth)
The support role focuses on team leading in Zarzis and Sfax, technical management, development and follow-up of specific designed procedures and systems as well as monitoring and evaluation tools:
• leading the team in Zarzis and Sfax: Team management, staff deployment and control, staff management, monitoring of indicators, budget management, quality assurance, regional networking with stakeholders, support of the team in operational implementation.
• partner organization identification process and establishing a network of relevant stakeholders within the project area: under the assistance of the national and international project coordination the consultant is expected to develop and implement an objective selection matrix that takes the thematic intervention sectors as well as organizational and implementation capacities into account as well as establish a network of relevant stakeholders (organisations, ngos, providers, companies, …)
• providing practical support to the establishment of small-scale enterprises: under consultation with the IPA project development officer, the consultant is expected to establish and follow-up a comprehensive check list regarding the legislative, fiscal and administrative requirements to establish and formally register small-scale enterprises and income generating activities.
Furthermore he/she should develop templates for developing business plans for developing enterprises, which could easy used by the target group. Developing and providing technical feedback regarding individual as well as associative business plans; the consultant is expected to especially review feasibility considerations on a technical, market and finance level.
• Evaluating and provision of technical feedback regarding the individual career, training and personal development plans that are established by the project’s social counselling teams; the consultant is expected to follow-up case studies to sythesize best practices and lessons learnt
• Monitoring and evaluation of the impact of the project’s employment creation objectives; the consultant is expected to develop tools to assess concrete total output quantities and outcome qualities in the form of case or tracer studies
Under the line management of the international project coordinator, the teamleader is based in Sfax and manages the subcontracted activities of partner organizations in all project cycles throughout the projects’s intervention zone in Sfax and Zarzis.
The ideal candidate combines solid technical management skills with professional experience from INGO sub grant programs that target local civil society partner organizations that are active in the noted migration and / or protection and / or small-scale business or livelihood sectors.
He/She should bring a flexible hands-on attitude, a high level of social engagement and sensitivity for the protection and migration related tasks to this position.
Intercultural communication skills and the experience to establish working collaboration with key team members as well as professional cooperation and representation competences regarding diverse civil society, local authorities and further stakeholder contacts.
