Background

USAID’s Tunisia Accountability, Decentralization and Effective Municipalities (TADAEEM) Project is a 4-year project that aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy. Deloitte, alongside a team of subcontractors, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize. The Project team will work in 11 Governorates, 31 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country through four regional hub offices located in Kef, Kairouan, Gabes and Tozeur, supported by headquarters in Tunis.

Objectives

The Social Media Community Officerwill be responsible for the daily drafting of media monitoring online newsletter, Facebook and Instagram posts, responding to social media comments, tracking of social media statistics and continuous monitoring of other Tunisia social media accounts to identify strategies that increase engagement.  The Community Officerwill report to the Communications Officer and the MEL Manager. The Community Officerwill be based in Tunis, Tunisia.

Specific Tasks

The Social MediaCommunity Officer will implement TADAEEM’s social media and digital strategy by:

  • Implementing social media and communication campaigns to align with the project’s strategic communication plan.
  • Provide engaging text, image and video content for social media accounts under the direction of the communication officer and MEL manager;
  • Respond to comments and social media queries in a timely manner;
  • Monitor and report on feedback and online reviews;
  • Organize and participate in events to build community and boost project awareness;
  • Coordinate with TADAEEM MEL team to ensure brand consistency;
  • Liaise with project staff to stay updated on events, activities and outcomes;
  • Build relationships with key counterparts such partner municipal communication staff, other development projects in Tunisia, industry professionals and journalists;
  • Stay up to date with digital technology trends;
  • Strategize and propose ways to scale the project’s communities and connect with new people;
  • Analyze similar social media accounts in Tunisia with the goal of identifying content that drives the most traffic;
  • Set up an editorial work flow including: planning, proposal, design and publication of dedicated content (photos, videos, texts, live streaming, events …);
  • Set up new social networks upon request/approval from the MEL Manager (twitter, YouTube channel…);
  • Ensure all digital communications is harmonized with consistent look, feel and message (website, Facebook, Instagram, etc.)
  • Contribute to the development of different visuals for social media;
  • Manage e-mailing of daily media monitoring and newsletters;
  • Monitor and follow up on e-reputation, digital evolutions, new tools and networks; and
  • Ensure regular reporting on the impact of communications actions: statistics on site visits, analysis of the performance of social media tools.

Reporting Requirement

The Social Media Community Officershall report to the MEL Manager and/or the COP or DCOP.

 

Critères d'éligibilité

  • Minimum Years of Experience: 1
  • Minimum Degree Required: Bachelor's degree
  • Proven work experience as a community Officer
  • Experience launching community initiatives (e.g. building an online forum, creating an event series, writing an email newsletter…)
  • Excellent written and verbal communication skills
  • Ability to identify and track relevant community metrics
  • Hands on experience with social media management for projects or brands
  • Ability to interpret website traffic and online customer engagement metrics
  • Knowledge of Tunisia social media community
  • Excellent multitasking, organization and prioritizing skills
  • Demonstrated ability to independently summarize short posts for development programs in English, French and Tunisian Dialect Arabic
  • Outgoing personality able to engage effectively with technical staff and work as part of a supportive team
  • Ability to meet and exceed deadlines, self-motivated with excellent time management skills
  • Past experience with donors’ projects is preferred, especially prior experience with USAID
