Background

TADAEEM project is implementing USAID’s Tunisia Accountability, Decentralization and Effective Municipalities. This 4-year governance project aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy. The project, alongside a team of subcontractors, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize. The project team will work in 10 provinces, 30 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country. Outside of Tunis, the project will hold 4 regional offices. The project seeks to recruit Municipal Service Delivery Specialistfor each of these offices.

Objectives

The Municipal Service Delivery Specialistwill oversee TADAEEM regional officeoperations with specific attention to the following areas of operation:

Specific Tasks and Duties

• Provide technical leadership and guidance to staff in municipalities in the implementation of service standards and performance measurement system, operations of customer service centers and capacity development;
• Develop service standards and streamline procedures for the delivery of municipal services;
• Coordinate performance evaluation for municipal services;
• Support municipalities to implement public service programs;
• Support municipalities to initiate service delivery programs;
• Develop guideline for private sector participation in public service delivery;
• Facilitate knowledge building and information and create a network of municipalities and professional communities of practice;
• Provide evaluation reports to Project Office HQ to assess any environmental hazards during implementation;

Level of Effort and Timeline

This position is full-time.

Reporting Requirements

The Municipal Service Delivery Specialistwill report directly to the Component 2 Lead in Tunis.
