Background

TADAEEM project is implementing USAID’s Tunisia Accountability, Decentralization and Effective Municipalities. This 4-year governance project aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy. The project, alongside a team of subcontractors, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize. The project team will work in 10 provinces, 30 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country.

Objectives

The MEL/PEA Specialist will support the TADAEEM Monitoring, Evaluation and Learning and Political Economy Analysis operations in the field with specific attention to the following areas:

Specific Tasks

  • Responsible for working with Deloitte data analytics staff and TADAEEM technical staff to ensure data collection and reporting systems incorporate and utilize Tunisian government systems as much as possible (egov, Open Data)
  • Support and coordinate the collection, synthesis and analysis of data from MEL plan, PEAs and Citizen Perception Surveys including updating indicator tracking sheets and training Municipality staff and counterparts on an as-needed basis in French and/or Arabic and producing guidance, templates and instructions to support the MEL/PEAs in French and Arabic
  • Document lessons learned for incorporation into TADAEEM continuous learning on what works for activity implementation, strategies and achievement of intended results
  • Support Tunisia specific development of TADAEEM tools and methodologies including CYPRESS MMBT and CityPerform service delivery indicators in multiple languages in coordination with technical staff
  • Support weekly and quarterly reporting to USAID through translation of team inputs as needed from French and Arabic to English and assist in interpretation of results, progress and lessons learned
  • Support development of success stories through field visits, interviews, photography and reporting in English according to USAID success story format

Critères d'éligibilité

  • Minimum Years of Experience: 4 Minimum
  • Degree Required: Bachelor's degree
  • Extensive knowledge of Tunisia, data analysis to track and inform implementation of processes, activities and/or programs, reporting on programs in Arabic, French and English, and incorporation of lessons learned for continuous improvement of programs and activities
  • Past experience with donors’ projects is preferred, especially in terms of reporting and evaluation
