Background

TADAEEM project is implementing USAID’s Tunisia Accountability, Decentralization and Effective Municipalities. This 4-year governance project aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy. The project, alongside a team of subcontractors, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize. The project team will work in 10 provinces, 30 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country. Outside of Tunis, the project will hold 4 regional offices. The project seeks to recruit a CSO Specialist for each of these offices.

Objectives

The Data Manager will be Responsible for managing the collection, standardization, and ingestion of all pertinent project and partner data into the data portal.

Specific Tasks and Duties

As directed by the Chief of Party or his/her designee, the Employee shall perform, oversee, and support the performance of the following specific tasks:

• Responsible for managing the collection, standardization, and ingestion of all pertinent project and partner data into the data portal
• Responsible for managing user access in the data portal
• Responsible for building relationships with partners, CSOs, and government personnel for the purpose of data collection and building data partnerships
• Responsible for administering pertinent trainings to all field office staff and developing new trainings
• Beginner-intermediate understanding of geographic principles (i.e. projections, shapefiles, geodatabases, etc.) and the ability to carry out these activities or use the technologies
• Intermediate-advanced understanding of data analytics principles (i.e. governance, compliance, versioning, etc.)
• Intermediate-advanced understanding of data management principles (i.e. ETL, metadata, archiving, quality assurance, security, privacy, etc.)
• Intermediate-advanced Microsoft Office skills, especially Excel and PowerPoint
• Responsible for assertively managing data-related risks, privacy, and compliance policies with staff, subcontractors, and partners
• Responsible for working closely with subcontractors and partners to collect, clean, standardize, and ensure compliance of data
• Responsible for proactively troubleshooting and problem solving technical and data related issues
• Responsible for managing, assertively enforcing, and evolving organizational data governance strategy
• Responsible for managing or carrying out all data-related translation activities, including trainings, data themselves, policies, and other files as needed
• Responsible for maintaining and building project archive of data, to include documents, presentations, media, and deliverables
• Responsible for maintaining regular communication with Tunis office leadership and DC office staff on all activities, compliance, risk management activities, and any other matters as they relate to data or information management
• Must be very comfortable working in ambiguous environments, and must have the ability to strategically plan courses of action and execute on them
• Responsible for supporting all reporting, communications, and training team data requirements
• Contribute to other deliverables as needed.

Reporting Requirements

The Data Manager will report directly to the MEL Manager as mandated by The Chief of Party or The Deputy Chief of Party.
