Background
TADAEEM project is implementing USAID’s Tunisia Accountability, Decentralization and Effective Municipalities. This 4-year governance project aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy. The Project, alongside a team of subcontractors, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize. The project team will work in 10 provinces, 30 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country.
Objectives
The Accountant will be part of the Finance and Accounting team, whichwill oversee TADAEEM financial management operations in the field with specific attention to the following areas:
Specific Tasks
- Assist the Director of Finance in meeting the accounting obligations of the project;
- Assist the Director of Finance in developing and monitoring project budgets, including budgets for individual activities;
- Overseeing the daily operations of the accounting department including: accounts, payable/receivable, cash receipts, revenue and expenditure variance analysis, and check runs;
- Working with purchasing, quality, inventory, and other accounting related transactions;
- Establishing and maintaining fiscal files and records to document transactions;
- Manage local Imprest account reporting, reconciliation, and bank account;
- Manage petty cash includes being responsible for dealing with Tunisian tax, pension and banking institutions; and extensive knowledge of Tunisian labor laws, wage tax withholding, pensions contributions, medical insurance subscriptions. etc.
- Processing and payment of Invoices and maintaining financial records;
- Prepare and submit monthly reconciliation reports for review;
- Coordinate with Deloitte’s headquarters to consolidate financial reports to the Tunisian government, if needed;
- Ensure compliance with Tunisian laws and USAID rules and regulations;
- Supervise the daily cash operations to accurately account for all funds disbursed and/or received on a daily basis;
- Collect national staff timesheets on a bi-weekly basis and review for accuracy;
- Calculate and maintain records of annual leave and severance payments for national staff;
- Assist in ensuring contracts with vendors, employees, consultants, and service providers are in line with Deloitte’s accounting and operational procedures, as well as local Tunisian laws and regulations; and
- Liaise regularly with Deloitte’s Headquarters in the US on all financial and operational matters.
