Background

Tunisia Accountability, Decentralization and Effective Municipalities (TADAEEM) is a USAID program implemented by Deloitte Consulting, which aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy. Deloitte, alongside a team of partners, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize. The project works in 11 governorates, 31 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country.

Job Summary

The Procurement & Logistics Officer will support the TADAEEM Project with procurements, logistics and overall operational requirements. The Procurement & Logistics Officer will be responsible for the overall procurement life cycle, vendor relationship management, and records management while adhering to Deloitte and USAID compliance policies. He/she will also provide day-to-day logistics and operational support for the project and staff. The position will be based in Tunis.

Specific Tasks

Procurements

  • Work with the project teams to identify procurement needs, specifications and vendors
  • Identify qualified vendors in the local market by conducting market research (internet, phone and visits)
  • Manage the procurement life cycle, including market research, sourcing, RFQ/RFP, negotiations, bid evaluation, cost analysis, and drafting goods/services agreements
  • Ensure that all procurement templates are used, and all procurements are in compliance with Deloitte and USAID policies and procedures
  • Verify RFQ compliance of all bidder proposal documents and assist vendors with required online registrations (DUNS, Deloitte Vendor Portal)
  • Coordinate with Finance to deliver vendor payments and obtain vendor payment and delivery receipts
  • Maintain vendor files including but not limited to purchase orders, invoices, payment records and amendments to agreements
  • Update procurement tracker file for outstanding goods/services and payments
  • Identify purchase orders that may require modifications or cancellation
  • Draft close-out letters for vendors once work has been completed according to Deloitte guidance

Logistics and Operations

  • Oversee facility management operations, including maintenance and logistics for the Tunis and four regional offices
  • Perform daily quality control and inspection of office facilities and identify necessary repairs and maintenance
  • Promptly resolve facility management needs, maintenance/repair issues for all TADAEEM offices
  • Coordinate with property managers and building technicians
  • Coordinate with Security department on cross-cutting logistical and operational issues
  • Provide general life support and housing assistance, e.g. relocation, logistics, air/sea shipments, customs requirements to expatriate staff
  • Support expatriate staff with processing government/local requirements, such as visa, work permits, lease registrations, banking, etc.
  • Coordinate with various teams, including Technical Team, Security, MEL, Administration, etc. on program logistics and setup of official meetings, trainings and events
  • Review and improve operational processes and ensure that operational policies, procedures and issues are communicated to staff
  • Coordinate across all project departments to provide day-to-day logistics and operational support for the project and staff
  • Perform other duties as assigned by supervisor or project leadership

Reporting Relationship

The Procurement & Logistics Officer will report to the Office Manager and Deputy Chief of Party, Operations.

Critères d'éligibilité

  • 6+ years of relevant work experience in a procurements and/or logistics/operations role
  • Knowledge of government procurement best practices
  • Demonstrated understanding of facility operations and facility maintenance functions
  • Past experience with international donor organizations is a plus
  • Must possess strong understanding of English, in addition to French and Arabic
  • Strong organizational skills and excellent attention to detail and accuracy
  • Ability to work shifts and extra/irregular hours and willing to travel throughout Tunisia
  • Ability to balance multiple tasks in a fast pace environment and meet deadlines with minimal supervision
  • Capable problem-solver who is highly-organized and analytical
  • Customer service attitude and responsiveness and enjoy supporting multiple internal teams
