Background
USAID’s Tunisia Accountability, Decentralization and Effective Municipalities (TADAEEM) Project is a 4-year project that aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy. Deloitte, alongside a team of subcontractors, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize. The Project team will work in 11 Governorates, 31 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country through four regional hub offices located in Kef, Kairouan, Gabes and Tozeur, supported by headquarters in Tunis.
Objective
- Work closely with the gender adviser to provide the necessary support to the TADAEEM team to achieve the expected results
- Intervene at the level of the central team in Tunis and regional hub teams on strategic and operational issues related to gender mainstreaming
- Contribute to the gender capacity building of the TADAEEM team, as well as its partner teams
- Establish a network of contacts with local actors such as the government, NGOs, UN agencies, partners, sharing and exchange communities
- Participate in the development of program proposals to strengthen gender mainstreaming
- The Gender Officer will be based in Tunis and report to the Gender Advisor and the MEL Manager. This post will require travel to the interior regions of Tunisia.
Specific Tasks
- Track, compile and write reports on TADAEEM gender activities to USAID and other implementing partners
- Track and analyze project gender indicators
- Ensure the implementation of the gender mainstreaming strategy in the 3 objectives of the project
- Integrate gender inputs in the documents and activities produced and generated within the framework of the 3 objectives
- Produce gender analysis of documents produced in collaboration with project partners (municipalities, CSOs, institutions)
- Ensure the training of TADAEEM staff at the central and regional levels, with a view to strengthening their capacity in gender management
- Ensure the training of local actors involved in the framework of TADAEEM to strengthen their capacity in gender management (municipalities, CSO and other stakeholders)
- Provide the necessary expertise and technical support to TADAEEM staff on the relevant approaches, tools, mechanisms and processes for integrating gender into the different stages of the TADAEEM project: expertise in gender analysis, development and monitoring gender indicators, advocacy, gender audit
- Participate in the selection, implementation and monitoring of selected gender projects within the framework of the grants allocated by TADAEEM.
- Ensure the development of good practices in terms of gender at the level of local governance (municipal work, SDIPs, etc.)
- Represent the project in events related to gender (seminars, training …) organized by TADAEEM partners
Reporting Requirement
The Gender Officer shall report to the MEL Manager and/or the COP or DCOP.
