Background

USAID’s Tunisia Accountability, Decentralization and Effective Municipalities (TADAEEM) Project is a 4-year project that aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy. Deloitte, alongside a team of subcontractors, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize. The Project team will work in 11 governorates, 31 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country through four regional hub offices located in Kef, Kairouan, Gabes and Tozeur, supported by headquarters in Tunis.

Summary of position

The Full Stack .Net Developer will be part of the development team, which will be responsible for designing, developing, debugging and implement full lifecycle GIS open source solutions using Microsoft .NET technology, Python and GIS tools. Utilizing a Software Development Life Cycle, the Software Engineer will work with technical and non-technical associated in defining business and technical requirements to develop new functions or redesign/consolidate existing processes.

Duties and Responsibility

This position will be mainly responsible for following:

• Work with team in building web services and Create, develop algorithms for advanced web mapping and analysis web based applications using .NET, GeoServer, QGIS, OSM;
• Design and develop complex GIS database models; Administer GIS servers and workstations by installing and troubleshooting system software and programs and administer system access and security;
• Develop and implement batch processes, web and mobile application, advanced statistical analysis and data modeling;
• Build testing strategies for the implemented modules and support test and deployment of new products and features;
• Coordinate cross-functionally to insure project meets business objectives and compliance standards;
• Supports, maintains, documents and reports software functionality;
• Ensures smooth integration of database with existing systems; and
• Provides advice, training and technical support for various projects as required;

Reporting requirement

The Full stack Python and Net Developer will report to the IT Manager and to the Senior Governance Advisor as needed
