Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Supply Chain Manager.

About the job

The Supply Chain Manager is responsible for the effective implementation of logistics/procurement systems and functions in the geographical areas under their responsibility, with a focus on adherence to DRC’s internal procedures and institutional donor guidelines.

Based in Tunis, they provides support to logistics/procurement staff and ensures audit visits and support across all DRC offices in Algeria, Tunisia and Libya.

This role has ”national” scope and ensures compliance with DRC’s procedures and directives in the mission. This role contributes to the development of zone strategies, which translate into action plans. The role provides technical support and/or advice to field operations and contributes to internal compliance with donors and DRC.

Your main duties and responsibilities will be:

Team and People Management

  • Conduct the recruitment of team members, ensure their integration, manage daily follow-up, provide capacity building and training, handle disciplinary matters, and regularly evaluate their performance.
  • Prepare schedules for their teams member.
  • Technically supervise logistic teams present at DRC bases in Algeria, Tunisia and Libya
  • Supervise and support the capacity building of international and national staff in logistics and procurement, based on an assessment of the essential needs for improving mission support.
  • Work closely with program staff and other support staff in Algeria, Tunisia and Libya and actively seek support, knowledge, and necessary coaching from colleagues in other regions and headquarters.

Supply Chain Coordination and Management

  • Oversee mission purchases in accordance with the DRC Operations Handbook and donor guidances.
  • Ensure the quality of tender documentation (restricted, national, and international) before advertising or inviting suppliers.
  • Serve as a compliance focal point in tender management (opening report, technical analysis, and contract award).
  • Compile and analyse monthly reports received from areas to provide the monthly logistics report and utilize these reports for continuous process improvement.
  • Organize procurement training for non-logistics staff and small-scale refresher courses for supply chain team.
  • Plan and organize regular logistics training sessions with relevant participants (logistics, program, human resources, and finance) to ensure the implementation of approved and uniform systems.
  • Ensure the implementation of CAST/audit recommendations related to logistics/procurement.
  • Organize regular visits to suppliers to provide feedback on their performance and raise awareness of DRC’s code of conduct.
  • Supervise the delivery of supplies to areas or inter-bases as needed.

Fleet Management

  • Ensure compliance and implementation of the operations handbook related to fleet management.
  • Supervise the utilization and maintenance plans of the vehicle fleet, ensuring the quality of purchased parts.
  • Regularly monitor vehicle consumption and provide comprehensive monthly reports on fleet management (costs) to management.
  • Provide guidance on any increases/improvements to fleet capacity in the mission based on ongoing programming.
  • Ensure compliance with customs services, renewal, and updating of circulation documents.

Asset Management

  • Ensure compliance and implementation of DRC’s internal procedures in all DRC offices in Algeria, Tunisia and Libya.
  • Provide comprehensive monthly reports on country stocks and equipment to mission management.
  • Implement all available tools to improve stock and inventory management.
  • Establish an equipment renewal plan.
  • Provide advice to the mission directors on methods for selling unused or expired assets with prior approval from the head of support services.
  • Manage and supervise exemption requests for necessary assets.

Warehouse and Building Management

  • Ensure compliance and implementation of DRC’s internal procedures in all DRC offices in Tunisia, Algeria and Libya
  • Provide a comprehensive monthly report on country warehouse inventory to management (list and value of available stock).
  • Provide advice on methods for selling unused or expired items with prior agreement from the donor/funding agency or DRC Country Director.
  • Advise and train on proper stock management in all DRC offices in Tunisia, Libya and Algeria.
  • Ensure compliance with DRC safety standards for offices and accommodations in collaboration with the Humanitarian Access and Safety Coordinator.

Planning, Reporting, and Audit

  • Participate in project proposal creation and the development of narrative and financial reports.
  • Work closely with Programs department to establish and monitor procurement plans.
  • Provide regular feedback to programs on procurement or transportation issues.
  • Draft all required weekly and/or monthly reports for management, regional office, or headquarters.
  • Identify field challenges and propose solutions for resolution.
  • Develop a strategy for the department in line with the country strategy.
  • Participate in project audits on logistics and supply chain aspects if necessary.

As a DRC Manager, the position holder is tasked with the following:

  • Responsible for achieving DRC’s strategic goals and objectives in the assigned area.
  • Responsible for making significant decisions regarding unit activities: its goals, functions, roles, and commitments requiring the use of significant resources.
  • Responsible for managing directly reporting staff, typically at least 3 employees. This includes hiring and firing, goal setting, probation, performance evaluation, staff development, performance management, including addressing poor performance, etc.
  • Responsible for making informed decisions based on DRC policies, minimum standards, norms, and technical expert advice.
  • Represent the organization to internal and external stakeholders, as requested and/or delegated.
  • Actively participate in Logistics Cluster meetings and any other relevant external meetings.
  • Manage resources (material and financial) provided for departmental activities and provide timely documentation.
  • Comply with and adhere to all current procedures (administration, HR, finance, procurement, and logistics) and current conditions as stipulated in the DRC Code of Conduct and internal regulations governing DRC personnel.
  • Demonstrate flexibility to respond to line manager’s imperatives and instructions for service needs at any time.
  • Perform any other tasks outside those mentioned above requested by superiors and within the scope of responsibility.
  • Liaise with other Support services in seeking better responses and utilization of available resources.

The responsibilities listed in the job description are not exhaustive and may be adjusted according to operational needs but will remain aligned with the overall objective of the role.

 

About you

  • To be successful in this role we expect you to Minimum of 5 years progressive experience in humanitarian logistics management, including supply chain management, fleet management, asset management, and distribution support.
  • At least three years of personnel management experience.

  • Work experience in an NGO and multicultural environments.
  • Work experience in full remote setting would be an asset.
  • Work experience in unstable security environments would be an asset.
  • Work experience and knowledge of the local context (Tunisia, Libya and Algeria) would be an asset.
  • Knowledge and experience in dealing with service providers and contractor management.
  • Excellent computer skills with MS Word and Excel.
  • Communication skills and ability to convey ideas easily.
  • Experience with standard procurement procedures and documentation.
  • Experience in automotive mechanics or electrical installations would be an asset.
  • Familiarity with procurement procedures and regulations for donors such as UNHCR, UNICEF, BHA, and the European Commission.
  • Demonstrated commitment and understanding of DRC’s values and mandate, with the ability to integrate them into your work.
  • Advanced university degree (or bachelor’s degree with equivalent professional experience) in a relevant field.
  • Team /Project Management qualifications or certificates
  • Relevant professional humanitarian qualifications/certificates from recognized training programs in grant-related areas (M&E, IM, CHS, SPHERE, Protection, etc.) are desirable
  • Fluency in written and spoken English
  • Knowledge of French and-or Arabic an asset

Band: F- Management

Designation of Duty Station: Non-Family duty station
