Context:
This Subgrants Accountant will be responsible for overseeing NDI’s management of subgrants with local partners in Tunisia, in accordance with NDI’s internal regulations and its donors’ compliance requirements. This individual will work in close collaboration with NDI’s program teams, NDI headquarters’ subgrants department, and with the Institute’s local partners who are receiving subgrant funding. This individual will ensure that all subgrant recipients fully understand and follow NDI’s regulations, as well as those of its funders (specifically The U.S. Department of State and U.S. Agency for International Development, USAID). The Subgrants Accountant will be based in Tunis and will report to NDI’s Director for Administration and Finance.
Roles and Responsibilities:
- Assist all new partners with subgrants application packages, including budget and budget notes, Pre-Award Questionnaire.
- Provide financial management training to NDI partners on subgrant procedures and the management of their sub-grant; explain to partners donors rules and regulations applicable to subgrants.
- Ensure timely collection of partners’s financial reports
- Review partner’s periodic financial reports and supporting documents to ensure compliance and cost allowability, communicate to partners any questioned costs, bring questions to resolution. Prepare required reporting forms to NDI Subgrants department.
- Monitor subgrantees as to the accuracy of financial information and safeguards to eliminate fraud. Routinely monitor financial reports for unusual activities, transactions, and investigate anomalies or unusual transactions.
- Maintain direct contact with NDI partners to avoid irregularities or problems related to financial management and reporting.
- Assist partners with modification requests, introduce budget-monitoring tools.
- Perform visits to partners’ offices and attend partners’ activities, as needed.
- Maintains good communication with the program teams, attends program team meetings. Update NDI-Tunisia programmatic teams as well as headquarters on subgrant reporting and any issues.
- Organize and maintain all financial documents and files related to grant process. Use electronic subgrant management tools, as needed.
- Manage the grants close out, assist with collection of unspent funds.
- Assists with preparation for NDI’s periodic audits by donors.
- Perform other related duties as assigned by supervisors.
Qualifications:
- Bachelor’s degree in Finance/Accounting, or other related field.
- Have at least three (3) years of experience managing grants, sub-grants, and/or similar financial work related to beneficiary management and funding management in international grants, contracts administration or accounting
- Excellent communication skills
- Excellent interpersonal and problem solving skills to effectively interact with all levels of staff and subgrant recipients
- Proven writing skills that enable the development of clear and accurate reports and documents
- Ability to work independently and in a team
- Ability to work in a political environment in a non-partisan way
- Working knowledge of database applications, such Word and Excel,
- Availability to travel to the region on an ad hoc basis and to work irregular hours
- Proven organizational skills and ability to multitask under tight deadlines
- Previous experience working in an international non-profit organization preferred
- Experience in managing U.S. government grants is a plus
- Fluency in French, Arabic and English
