Position Classification: Fixed Term – (Full Time), Tunisian, and CCN, and will be based in Tunis, Tunisia.
Project Overview: The Power Tunisia activity seeks to advance self-reliance in Tunisia by strengthening the country’s institutional capacity to manage, operate, and maintain a modern, diversified and financially sound electricity system. The activity has three core objectives:
- Strengthening the energy sector’s performance
- Diversifying and securing energy supply
- Promoting advanced technology pilots and partnerships
Position Overview: In coordination with the Procurement & Subcontracts Manager, and Director of Finance, Administration and Compliance (DFAC), the Subcontracts and Procurement Officer is responsible for supporting the procurement and subcontracting process for the Power Tunisia project. This includes coordinating with the Deloitte Home Office on implementing procurement and subcontracting plans, facilitating procurement and subcontracting-related activities, and ensuring compliance with USAID regulations and guidelines. The Subcontracts and Procurement Officer will work closely with the project team to ensure that all project-related services are procured through subcontracting in a timely and cost-effective manner, and that the subcontractors meet the project’s requirements and are compliant with USAID regulations and guidelines.
Detailed Responsibilities: The Subcontracts and Procurement Officer shall perform the following general functions:
- Assist in the development and implementation of procurement and subcontracting plans for the project in line with project timelines and budgets;
- Facilitate required tendering processes for appropriate supplier selection for selected purchase requests, and contract pricing validation for all requests for quotes. Prepare price comparative tables, and source selection memos;
- Support negotiation of contracts and agreements with companies, ensuring that they meet the project’s requirements and are compliant with USAID regulations and guidelines;
- Coordinate smooth administration of the procurement and subcontracting process, including drafting subcontracting agreements and purchase orders, tracking deliveries, and processing invoicing and payments;
- Support Technical team on all aspects of the procurement and subcontracting process;
- Assist in the inventory management and handover of all Equipment and procurements being used to support national energy stakeholders;
- Support Procurement Manager and Office Manager to purchase all needed office consumables and office services including reviewing invoices;
- Track files for all Power Tunisia procurements and subcontractors including but not limited to purchase orders, invoices, bid packages, invoices, subcontracting agreements, and amendments to agreements, and backup files;
- Ensure that the procurement tracker is consistently and meticulously updated to maintain accurate and real-time data. In close coordination with the Deloitte GPS Subcontracts Manager work on all procurements and subcontracts above $10,000. Actions will include conducting market research, developing bidders list, advise technical staff on development of statements of work, coordinate proposal evaluations, liaise with Deloitte US Subcontracts Group on subcontracts actions and support post-award subcontract management.

Supervisor and Reporting Responsibilities: For all routine responsibilities and duties, either directly or indirectly related to the Position description, the Employee shall report directly to, and be supervised by the position of Subcontracts and Procurement Manager.
Qualifications:
- Minimum Years of Relevant Experience: 3-5 Years
- Minimum Degree Required: bachelor’s degree in business, Supply Chain, Finance, Accounting, or another relevant field
- Attention to detail, ability to work across multiple cross-functional teams including the Technical team, Finance team, Deloitte Home office, and Deloitte GPS Subcontracting teams.
- Self-motivated with excellent time management and vendor management skills
- Proficient in Microsoft Office Suite
- Demonstrated organizational management skills required to track staff movements, activities, reports, data and ensure complete and accurate record management
- Able to engage effectively with counterparts and technical staff and work as part of a supportive team to document results objectively and in clear terms
- Prior experience on USAID or donor-funded projects (preferred)
- Experience backstopping subcontracts or grants under US Government regulations and working experience on USAID-funded projects (preferred)
- Professional fluency in English, French, and Arabic required (both verbal and written)
