Under direct supervision of the Regional Programme Manager, the Regional Deputy Programme Manager is responsible for ensuring the LEAD programme is implementing according to plan, as per timeline, donor commitments, and properly monitored and reported. Together with the Regional Programme Manager, the Deputy RPM will give input in the design and implementationof a long-range strategy for SPARK’s programming in North and the Horn of Africa, and supports in the development and design of new business.
The Regional Deputy Programme Manager will also work closely with the LEAD Programme Managers and support staff and supervises the LEAD focal points in the programme countries.
Main Tasks and Responsibilities:
The responsibilities and tasks include, but are not limited to:
- Ensure proper planning is in place for the LEAD programme, including planning documents.
- Support the Programme Managers in the implementation of their programmes, including support with Local Partner activities
- Develop new partnerships and networks to strengthen the LEAD programme
- Monitor the implementation of the LEAD programme according to budget and within agreed deadlines. Notify the Regional Programme Manager in time and suggest steering measures to compensate.
- Oversee the the Grants Manager in ensuring that Local Partner activities are correctly being implemented according to agreed timelines and deliverables.
- Ensure proper monitoring and reporting mechanisms are in place for the LEAD programmes in close collaboration with the M&E department
- Ensure full compliance of the programme with donor requirements as well as local legislation and regulations.
- Support in the development of local partner and staff capacities
- When requested by the Regional Programme Manager, represent SPARK and the LEAD programme.
- Supervise the LEAD focal points in the 3 countries: Libya, Tunisia and Somalia.
- Contribute to a future strategy for new programming in North Africa;
- Act as Regional Programme Manager in his or her absence.
- Other tasks when required.
