 Background:

The Carter Center is guided by a fundamental commitment to human rights and the alleviation of human suffering; it seeks to prevent and resolve conflicts, enhance freedom and democracy, and improve health. 

Through this call for applications, we are seeking qualified candidates to serve as social media monitors on an election observation mission for the 2022-2023 Tunisian parliamentary elections. This consultancy position is scheduled from Oct. 11, 2022, through February 2023. 

 

General functions: Under the direct supervision of the social media analyst, the social media monitors will support the following tasks:

  1. Identify and analyze the strategies and tactics used by candidates and parties to campaign on social platforms;
  2. Identify and analyze the strategies and tactics used by other relevant stakeholders, e.g., media and influencers, key state institutions officials, relevant opinion leaders, third-party campaign accounts, others;
  3. Analyze the types of online political advertising and sponsored content placed by electoral contestants during the election campaign; 
  4. Identify the possible presence of hateful content, incitement to violence, defamation, derogatory language, rumors, and allegations;
  5. Identify possible information manipulation efforts that could affect the integrity of the electoral process;
  6. Provide insight on how women candidates and marginalized groups are portrayed in social media and interact with social media users;
  7. Document findings and maintain databases to substantiate analysis and report drafting;
  8. Assist in the analysis and the visualization of data collected;
  9. Assist in acquiring knowledge of the general social media landscape and existing regulatory framework for online content;
  10. Assist in the assessment of Tunisia’s fulfillment of commitments related to freedom of opinion, expression, and association, as well as the right to privacy online;
  11. Suggest meetings with relevant stakeholders and participate in meetings with the SMA if needed. This may include meetings with institutions, agencies, internet activists, academics, social media and technology companies, domestic election observer organizations, and civil society groups
  12. Contribute to other relevant duties as required by the mission.

 

Qualifications

Required: 

  1. University degree in political science, digital journalism, open-source intelligence techniques (OSINT), statistics, computer science, digital marketing, visual communication, digital advertising, or other relevant fields. A combined academic background of data analysis and social science is an asset;
  2. Knowledge of the country’s digital and traditional media as well as political landscape and main stakeholders; 
  3. Strong computer skills and IT literacy;
  4. Fluency in written and spoken English/or languages spoken by the EOM;
  5. Ability to work with a diverse team and multicultural environment, to perform well under stress and always maintain professionalism. 
  6. Excellent interpersonal, intercultural, and communication skills;


Preferred: 

The following qualifications will be considered as assets:

  1. Experience working with social media listening tools (e.g., CrowdTangle, Buzzsumo, Brandwatch, Sentione) and digital analytics tools;
  2. Experience in drafting qualitative and quantitative reports in a concise, visually appealing manner also through relevant charts;
  3. Professional experience with international organizations, CSOs, tech companies or digital communication agencies;
  4. Experience in advertising content creation (Facebook Ads and business management, Google Ads), digital marketing techniques, social media management;
  5. IT developer skills, including knowledge of quantitative tools and languages, including R, Python, Power BI (or similar platform) and others. Knowledge on how to extract data via APIs (Twitter API, YouTube API, Facebook Ad Library);
  6. Experience in methodological approaches of social media monitoring;
  7. Fluency in any other local language;
  8. Understanding of Democratic Election Standards and International Human Rights Law, particularly related to Freedom of Expression.
