Position Title: Small-Scale (Household) Energy Efficiency Specialist
Position Classification: Long-Term, Full-Time
Location: Tunis, Tunisia
Background: The Power Tunisia activity seeks to advance self-reliance in Tunisia by strengthening the country’s institutional capacity to manage, operate, and maintain a modern, diversified and financially sound electricity system. The activity has three core objectives:
- Objective 1: Strengthening the Tunisian Energy Sector’s Performance
- Objective 2: Diversifying and Securing Energy Supply
- Objective 3: Promoting Advanced Technology Pilots and Partnerships
Position Overview: Support the Energy Efficiency Team Lead in the successful planning and implementation for all EE related interventions specific to the residential buildings. The Small-Scale (Household) EE Specialist plays a leading role in the design and delivery of Power Tunisia’s EE work specific to supporting adoption of EE technologies/solutions by owners of single-family homes and small apartment buildings in Tunisia. The Small-Scale (Household) EE Specialist will work with colleagues within the Program and selected subcontractors to engage public and (predominantly) private sector energy consumers and other stakeholders to identify, prioritize, implement, and track actions with residential building owners to achieve energy saving and assess the related environmental, economic and social benefits including (primarily) CO2 reductions.
Detailed Responsibilities: The Employee shall perform the following general functions:
- Lead in the identification of primary sectors and geographies where there is an increased potential demand for new and existing EE technologies/solutions and other stakeholders
- Support in the design of Power Tunisia’s program delivering EE technical assistance and grant support to small-, medium-, and large-scale projects in support of increasing EE at residential buildings
- Lead in engaging Tunisian stakeholders in increasing awareness and understanding of Power Tunisia’s EE program, including supporting the development of promotional/awareness materials and playing a lead role in delivering virtual and in-person educational seminars, workshops, roundtables where potential residential building owners can learn about the program
- Lead in the evaluation and strengthening of household EE projects proposed by relevant stakeholders (engineering firms, energy auditors, associations, etc.)
- Participate in discussions/negotiations with relevant stakeholders on the type of project to be pursued and the role Power Tunisia would play in its delivery that result in among other things reduced CO2 emissions
- Review impact forecasts for planned EE technology investments with households in the form of CO2 reductions and financial savings
- Support the EE team to monitor delivery of EE projects receiving support from Power Tunisia and support the development of compliance and EE projects from inception to implementation
- Support the adoption of EE standards for at least three different types of products as well as the reduction of uncertified products sold on the market
- Verify that new construction meets the EE building code requirements across Tunisian regions or municipalities
- Support the adoption of roadmap towards reaching net zero energy and low carbon building code construction by at least one local government in Tunisia
- Work with other project technical staff to develop and maintain investment project pipeline, highlighting barriers to project development and opportunities for advancement
- Develop and deliver trainings to public and private sector stakeholders on EE programs, global leading practices on industrial decarbonization strategies, and other topics as relevant
- Partner with internal and external resources to gather data and understand of key EE metrics including but not limited to; load growth, customer count, program budget analysis, reported savings and program spending
- Other duties as assigned
Supervisor and Reporting Responsibilities: For all routine responsibilities and duties, either directly or indirectly related to the Position description, the Employee shall report directly to, and be supervised by the position of Energy Efficiency Team Lead. The Employee’s Supervisor may change from time to time on an ad hoc or temporary basis depending on the needs of the Project.
Qualifications:
- Bachelor’s degree from an accredited college in engineering, project finance, or other relevant degree (Master’s or PhD preferred)
- Minimum of 7 years work experience in the energy sector researching, analyzing, and/or developing/delivering new technologies/programs for EE adoption and investment
- Prior experience conducing energy audits at commercial buildings (Energy Auditor Certification required)
- Relevant, recent experience designing and/or implementing EE programs, working with energy consumers at the household level
- Knowledgeable of financial calculations such as ROI, Rate of Return, payback, and NPV and capacity to apply them to EE investments
- Proven ability to thoroughly understand the business and market rules, policies, and regulations dealing with EE
- Previous experience designing and delivering outreach and training programs preferred
- Experience in Tunisia required; experience in other MENA countries preferred
- Prior experience on USAID or donor-funded projects preferred
- Fluent in French and Arabic required
- Fluent in English (both oral and written) preferred
