Search in Tunisia Search’s mission in Tunisia is to promote the culture of dialogue and diversity through the involvement of all parts of society while building their capacities. Search works in Tunisia to help members of Tunisian society to address conflicts and differences constructively through cooperation and dialogue. Search- Tunisia works across multiple channels, mainly with youth, CSOs, media actors, security forces, and local authorities to build the capacity of individuals and institutions to address challenges including differences and acting on common points. Through this approach and partnerships, Search-Tunisia has four main strategic objectives: (i) Promoting Peace Education; (ii) Fostering non-violent social dialogue; (iii) Enhancing participatory and inclusive governance; and (vi) Transforming Violent Extremism in Tunisia. We are searching for…

Search is currently recruiting for the position of Vulnerability Scan & Conflict Sensitivity Manager for USAID Ma3an program, which Search is implementing in partnership with FHI 360. The Ma3an program will increase the capacity of communities to withstand political, social, and economic stresses and shocks by achieving the objectives of: 1) strengthened community resilience, 2) mitigated community vulnerabilities, and 3) improved capacity of Tunisian partners to sustain and replicate the model. Ma3an will spur 30 of Tunisia’s most vulnerable communities to action and generate sustainable resources for development in areas that are vulnerable to instability and violent extremism (VE). Together with USAID/Tunisia’s programs in accountability, decentralization, and youth entrepreneurship (i.e., TADAEEM and Mashrou3i), Ma3an will consolidate democratic progress while fostering social cohesion in target areas.

Your contribution

The Vulnerability Scan & Conflict Sensitivity Manager will serve as a member of the technical team directly managed by the Program Director, with support from the institutional Learning Team (ILT) S/he will oversee the
implementation of vulnerability and VE scans in target communities, lead development of vulnerability reports and graphic profiles, and gather data to inform the project’s context awareness monitoring. The position will also carry overall responsibility for mainstreaming conflict sensitivity throughout the whole Ma3an program, ensuring that community-level activities address identified vulnerabilities and are implemented to Do No Harm, mitigate dividers, and strengthen connectors. The Vulnerabilities Scan & Conflict Sensitivity Manager will work with regional ME&L Officers to further develop Ma3an vulnerability scan and conflict sensitivity activities in the regions. This position is based in the Search office and requires frequent travel to project activities sites.

The roles and responsibilities include but are not limited to:

Vulnerability Scans

  • Work with Search’s Institutional Learning Team to adapt the Scan methodology to Ma3an project specifics:identification of vulnerabilities relevant for VE
  • Manage project support staff and coordinate with regional ME&L Officers and local partners to ensure timely, high-quality data collection and analysis and production of final Vulnerability Scan reports and graphic profiles;
  • Train and collaborate with Ma3an Tunis and regional staff and partners in Vulnerability Scan and Do No Harm methodology and provide ongoing technical support and guidance;
  • Develop and execute a plan for quality writing and analysis for all Vulnerability Scans produced during the project, including regularly updated community vulnerability profiles and specific recommendations for community-level action, and adaptation of Ma3an activities in response to changing contexts;

Conflict Sensitivity in Programming and Activities

  • Provide technical design and implementation support to local partners and regional staff to ensure a Do No Harm approach in Ma3an target communities with community members actively engaged in the full cycle of design, management, and evaluation of community activities;
  • Update project context awareness monitoring dashboard;
  • Ensure that all Ma3an activities are infused with principles of Do No Harm, mitigate dividers, and strengthen connectors strategy; and

Organizational and Programmatic Learning

  • Support the monitoring, evaluation, and learning (ME&L) team and program staff in integrating a Collaborating, Learning, and Adapting (CLA) to the approach of Do No Harm, mitigate dividers, and strengthen connectors into community-level program activities;
  • Coordinate with Search’s Institutional Learning Team to develop plans for support to the learning process in-country, identify training needs, and share results about how we capture vulnerability and resilience across the organization.
  • Build and maintain relationships with key implementers, peer organizations, and government ministries to coordinate finalizing and validating vulnerability and VE scan results and recommendations;
    Attend Search Ma3an staff coordination meetings and other related staff events.

Critères d'éligibilité

  • BS/BA or its international equivalent in International relations, Human & social sciences, or a related field; Master's Degree preferred;
  • A minimum of 5 years’ professional experience with at least 3 years in a senior technical role on donor-funded programs related to conflict mitigation, PVE/CVE, community development, youth engagement, local governance, or civil society strengthening projects;
  • Strong research experience required in above mentioned fields, and mastering both qualitative and quantitative research methodologies;
  • Demonstrated experience in project management highly desirable;
  • Experience with USAID rules and regulations and experience working in an international NGO environment highly desirable;
  • Familiarity with conflict mitigation approaches;
  • Strong understanding of the political and social context in Tunisia; and
  • Fluent in written and oral Arabic, English, and French
  • Cultural sensitivity and strong interest in PVE, peacebuilding and conflict transformation
  • Excellent coordination, communication (verbal and written) and networking skills;
  • Ability to maintain professionalism, creativity, and enthusiasm while working in a fast-paced, often challenging environment with minimal supervision.
  • Ability to work through stringent deadlines with attention to detail, and coordinate and compile information from various sources.
  • Strong ability to multi-task and work independently;
  • Flexibility and capacity to adapt to evolving contexts.
  • Team spirit and ability to collaborate with colleagues in an open and constructive way.
