Search in Tunisia

SFCG’s mission in Tunisia is to promote the culture of dialogue and diversity through the involvement of all parts of society while building their capacities. SFCG works in Tunisia to help members of Tunisian society to address conflicts and differences constructively through cooperation and dialogue. SFCG-Tunisia works across multiple channels, mainly with youth, CSOs, media actors, security forces, and local authorities to build the capacity of individuals and institutions to address challenges including differences and acting on common points. Through this approach and partnerships, SFCG-Tunisia has four main strategic objectives: (i) Promoting Peace Education; (ii) Fostering non-violent social dialogue; (iii) Enhancing participatory and inclusive governance; and (vi) Transforming Violent Extremism in Tunisia. We are searching for…

SFCG-Tunisia and the its national partner Kawakibi Democracy Transition Center (KADEM) strongly believe that enabling constructive dialogue between the security sector, civil society and media is key to meaningful, sustainable security sector reform. Together, SFCG-Tunisia and KADEM are implementing a bottom-up SSR initiative since 2015 to increase opportunities to constructively engage the security sector, civil society, local authorities and media in collaborative, multi-stakeholder efforts, with the aim of increasing citizen participation and inclusive approaches to local security challenges in Tunisia.
The project entitled “Promoting Civilian Engagement in Security Sector Reform in Tunisia” aims to move from a state of unilateral reform efforts made by the government, to a state of welcomed involvement of civil society actors in Tunisia in those efforts. The overall goal of the program is to support civil society actors, media, local authorities and security forces in Tunisia to improve community security through increased multi-stakeholder engagement and collaboration in security sector reform efforts in the country.

Your contribution

The project manager will administrate, manage and implement a program aimed at promoting a civilian approach to security sector reform in Tunisia. The position will be responsible for all aspects of programmatic, financial and administrative coordination of the SSR portfolio, including determining appropriate implementing mechanisms to achieve the program’s strategic goals; serving as the primary program liaison for donors, partners and stakeholders; overseeing planning, budgeting, and reporting; oversee the sub-grants with CSOs; and ensuring compliance with management and financial procedures.
The position will report directly and primarily to the Tunisia Program Director, as well as to the Country Director. The working languages for this position are French, Arabic and English.

The roles and responsibilities include:

  • Provide technical leadership and support to other project staff, local partners and state counterparts charged with implementing the SSR program at governorate level;
  • Develop and maintain updated work plans, project activities, and oversee the effective implementation of planned activities to the highest results, in a timely manner and within budget.
  • Prepare activities’ reports as well as quarterly narrative reports for donors, in compliance with SFCG and donor requirements and in collaboration with SFCG’s regional team and HQ.
  • Oversee the management of project budget, prepare detailed activity budgets and ensure compliance with contract and donor guidelines in coordination with Search Administrative and Financial Team.
  • Conduct regular field visits, attending different project activities to ensure their quality, and communicating with the key local stakeholders to create/maintain trust and engagement.
  • Ensure project delivery is on track, while empowering local partners and enhancing national ownership for longer-term sustainability;
  • Support monitoring and evaluation work, in collaboration with SFCG’s Design, Monitoring and Evaluation Coordinator, and ensure data clarity, consistency and completeness;;
  • Ensure SFCG has a key role in reinforcing SSR coordination at provincial and national levels
  • Assist with communication and visibility aspects of the SSR program, in collaboration with SFCG’s Media & Communications Officer, through written material, photos, success stories, updated website, social media and traditional media.
  • Lead training activities and provide support to trainers on the design of training materials.
  • Support the identification and preparation of contract agreements with consultants, experts or any contractors as needed for the projects.
  • Support the administrative and logistical arrangements for the implementation of program activities.
  • Ensure SFCG SSR activities are gender and conflict sensitive ;
  • Maintain regular written and oral reporting to the Program Director and Country Director on key country, project, and security issues.
  • Contribute creative ideas for program development and develop technical and financial proposals to local and international donors to sustain the ongoing program
  • Ensure a good and effective coordination with the different public institutions and partners;
  • Attend representational meetings with donors, NGO coordination, etc. in the SSR field;
  • Be engaged in the continuing development of the organization, its mission and its staff, through the sharing of experience and knowledge, particularly contributing to its Institutional Learning.

Duration:

12 months’ contract

Critères d'éligibilité

  • Bachelor’s degree in international development, conflict resolution, project management or related field.
  • At least five years’ experience managing related programs, preferably in Tunisia or in the region;
  • Strong project management skills covering different aspects such as activities planning and implementation, budget management, and partner coordination.
  • Technical expertise in the SSR field would be a strong asset;
  • Strong report writing and M&E skills;
  • Demonstrated experience working with local partners.
  • Ability to work with people at all levels, ranging from high-level officials to community leaders
  • Proficiency in Microsoft Office;
  • Professional-level competency in Arabic, French and English, both orally and in writing;
  • Willingness to regularly travel on short notice around the country.
  • Cultural sensitivity and strong interest in dialogue, peacebuilding and conflict transformation.
  • Excellent coordination, communication and networking skills;
  • Ability to maintain professionalism, creativity, and enthusiasm while working in a fast-paced, often challenging environment with minimal supervision.
  • Ability to work through stringent deadlines with attention to detail, and coordinate and compile information from various sources.
  • Strong ability to multi-task and work independently;
  • Flexibility and capacity to adapt to evolving contexts.
  • Team spirit and ability to collaborate with colleagues in an open and constructive way.
