Search in Tunisia

Search’s mission in Tunisia is to promote the culture of dialogue and diversity through the involvement of all parts of society while building their capacities. Search works in Tunisia to help members of Tunisian society to address conflicts and differences constructively through cooperation and dialogue. Search-Tunisia works across multiple channels, mainly with youth, CSOs, media actors, security forces, and local authorities to build the capacity of individuals and institutions to address challenges including differences and acting on common points. Through this approach and partnerships, Search-Tunisia has four main strategic objectives: (i) Promoting Peace Education; (ii) Fostering non-violent social dialogue; (iii) Enhancing participatory and inclusive governance; and (vi) Transforming Violent Extremism in Tunisia. We are searching for…

Search is currently recruiting for the position of Program Director for the USAID Ma3an program, which Search is implementing in partnership with FHI360. The Ma3an program will increase the capacity of communities to withstand political, social, and economic stresses and shocks by achieving the objectives of: 1) strengthened community resilience, 2) mitigated community vulnerabilities, and 3) improved capacity of Tunisian partners to sustain and replicate the model. Ma3an will spur 30 of Tunisia’s most vulnerable communities to action and generate sustainable resources for development in areas that are vulnerable to instability and violence. Together with USAID/Tunisia’s programs in accountability, decentralization, and youth entrepreneurship (i.e., TADAEEM and Mashrou3i), Ma3an will consolidate democratic progress while fostering social cohesion in target areas.

Key Responsibilities

The Program Director will oversee the implementation of Search’s Scope of Work under the Ma3an program. This position is responsible for: providing overall strategic guidance during the implementation of Search’s interventions under the Ma3an program; managing the relationship with Ma3an consortium partners; ensuring high-level representation at Ma3an events and activities; ensuring compliance with the sub-award agreement provisions; direct supervision of a project management team and coordinating the team of Search staff on Ma3an; overseeing monitoring and evaluation, financial management, and administrative processes relating to the Ma3an program. The Program Director will also liaise as needed with Search’s MENA Regional team (based in Amman), Institutional Learning Team and HQ departments to support program implementation. This position will report to Search’s Country Director

The roles and responsibilities include but are not limited to:

  • Oversee implementation of Search-led interventions under the Ma3an program, providing strategic guidance and supervision to the Search Ma3an team as needed.
  • Provide ongoing mentoring and coaching to in-country teams and local partners as they implement Search-related approaches.
  • Ensure the technical excellence, adherence to Search standards and approaches, and within-budget and on-time delivery of activity results. Periodically evaluate progress towards the completion of project deliverables to verify alignment with strategic directions and defined targets and adjust as necessary.
  • Ensure Search-Ma3an interventions are closely monitored and documented throughout implementation and ensure that actions are taken to continually improve performance (including re-orienting and adjusting strategies when needed).
  • Be the budget holder and provide financial oversight of all processes on the Ma3an project, incl. procurement, selection of consultants, payments for goods and services, preparing budget realignments, etc.
  • Provide line management, supervision and staff development including mentorship on peacebuilding, team building and capacity strengthening of the project team.
  • Participate in regular coordination meetings with the Ma3an Senior Management Team, the Search-Ma3an technical team, and other counterparts as needed.
  • Review and validate narrative and financial reports and advance requests to donor and liaise with HQ to follow up on wire payments.
  • Represent Search at high-level meetings and events related to the Ma3an program, including with institutional counterparts, donors, and other partners.
  • Oversee efforts to document project results related to Ma3an activities and disseminate results as appropriate at national, regional and global levels.
  • Manage Search’s relationship with consortium partners.

As job descriptions cannot be exhaustive, the position holder may be required to undertake other duties that are broadly in line with the above key duties.

Duration:

initial 12 month contract (CDD), extendable, with start date in September, 2019.

Critères d'éligibilité

  • Strong knowledge of the practice of peacebuilding and conflict transformation, as well as prior experience working in the Middle East and/or North Africa and an understanding of the Tunisian context.
  • Familiarity with the USAID project cycle, policies, regulations, and monitoring and evaluation methodologies and reporting requirements.
  • Prior experience working with local and international partners as part of implementing consortia.
  • Proven track record of linking strategic thinking and project implementation
  • Dynamic leader with creative problem-solving skills, particularly in challenging situations
  • Proven ability in team management and staff supervision;
  • Excellent interpersonal and networking skills, and the ability to build and conduct effective professional working relationships at all levels, internally and externally;
  • Excellent program management (design, planning, and coordination) skills.
  • Spoken and written fluency in Arabic and English, French would be an asset
  • Strong ability to multi-task and work independently;
  • Ability to work through stringent deadlines with attention to detail, and coordinate and compile information from various sources.
  • Proficiency in Microsoft Office, especially Microsoft Excel
  • Flexibility and capacity to adapt to evolving contexts;
  • Team spirit and ability to collaborate with colleagues from different backgrounds in an open and constructive way.
