Search in Tunisia

Search for Common Ground’s (Search) mission in Tunisia is to promote a culture of dialogue and diversity through the involvement of all parts of society while building their capacities. Search works in Tunisia to help members of Tunisian society to address conflicts and differences constructively through cooperation and dialogue. Search-Tunisia works across multiple channels, mainly with youth, CSOs, media actors, security forces, and local authorities to build the capacity of individuals and institutions to address challenges including differences and acting on common points. Through this approach and partnerships, Search-Tunisia has four main strategic objectives: (i) Promoting peace education; (ii) Fostering non-violent social dialogue; (iii) Enhancing participatory and inclusive governance; and (vi) Transforming Violent Extremism in Tunisia.

Search-Tunisia is looking to recruit a Legal Services Consultant for a new, exciting project that leverages mass media to promote democratic consolidation and youth leadership. Search strongly believes that fostering youth engagement in the political sphere holds the potential to develop a lifelong engagement in the democratic process and sustain Tunisia’s democratic transition. Based on this belief, Search and its production partner, Ma’an network, will produce a reality television program to increase young women and men’s interest in constructively participating in politics, peacefully engaging with their national and local governments, and improving mutual understanding and trust. This will ultimately contribute to a higher youth turnout in the 2019 elections in Tunisia.

Your contribution

The Legal Services consultant will play a key liaison role with the legal aspects of the program “I Am The President”. S/He will handle the legal dynamics of the project, which includes strong coordination with media and other local and national stakeholders. S/he will also advise the Project Manager on all legal proceedings relating to the project, including supporting the implementation of the program’s youth outreach challenges to achieve the project’s strategic goals.

The consultant will coordinate directly and primarily with the Project Manager. The working languages for this position are French, Arabic and English.

Objectives

The objective of this consultancy is to provide comprehensive legal advice to the “I Am The President” project team ranging from general legal proceedings directly related to project development to individual legal advice to support program candidates.

The Specific Objectives are:

  • To review and revise— as appropriate— the structure and content of the program “I Am The President”.
  • To recommend appropriate legal approaches on media dealings, candidates’ legal challenges and the overall management of I Am The President project.

The roles and responsibilities include:

  • Review all existing “I Am The President” agreements, project proposal, and all relevant documents to gain an understanding of the context of the legal operating environment of the project and host organization.
  • Prepare an inception report which details the methodology and approach to the assignment and a related work implementation plan.
  • Provide legal advice regarding the project outreach challenges.
  • Provide legal support for candidates and production team while performing program challenges.
  • Provide candidates with legal advice and review candidates’ initiatives to ensure they fall under presidential duties.
  • Provide legal advice regarding project steps.
  • Represent the project and candidates in legal disputes if needed.
  • Review previous staff and external contracts to offer recommendations to better enhance future contracts that will reflect Search requirements and standards as well as the host country’s legislation. Recommendations should also include contracts that have had or continue to have disputes (to be counted as a deliverable).

As job descriptions cannot be exhaustive, the position holder may be required to undertake other duties that are broadly in line with the above key duties.

Duration:

2 months consultancy contract (November – December 2019)

Critères d'éligibilité

  • Law Degree with specialization in contract management, human resource law or related field;
  • At least ten years relevant experience in providing legal services at least five (5) of which should be in the area of contract law;
  • Familiarity with, as well as experience concerning the instruments of SFCG and international non-governmental organizations;
  • Excellent communication and presentation skills.
  • Ability to be filmed and that will be broadcasted on the Carthage + channel
  • Flexible availability
