Search in Tunisia

Search for Common Ground’s (Search) mission in Tunisia is to promote a culture of dialogue and diversity through the involvement of all parts of society while building their capacities. Search works in Tunisia to help members of Tunisian society to address conflicts and differences constructively through cooperation and dialogue. Search-Tunisia works across multiple channels, mainly with youth, CSOs, media actors, security forces, and local authorities to build the capacity of individuals and institutions to address challenges including differences and acting on common points. Through this approach and partnerships, Search-Tunisia has four main strategic objectives: (i) Promoting peace education; (ii) Fostering non-violent social dialogue; (iii) Enhancing participatory and inclusive governance; and (vi) Transforming Violent Extremism in Tunisia.

We are searching for…

Search-Tunisia is looking to recruit a Community Dialogues Implementation and Facilitation Partner for a new, exciting project that leverages mass media to promote democratic consolidation and youth leadership. Search strongly believes that fostering youth engagement in the political sphere holds the potential to develop a lifelong engagement in the democratic process and sustain Tunisia’s democratic transition. Based on this belief, Search and its production partner, Ma’an network, will produce a reality television program to increase young women’s and men’s interest in constructively participating in politics, peacefully engaging with their national and local governments, and improving mutual understanding and trust.  This will ultimately contribute to a higher youth turnout in the 2019 elections in Tunisia.

Context

Search-Tunisia’s “I am the President” project contains a community dialogue component that will be facilitated by civil society organizations.

Dialogues will take place in six regions across Tunisia including Manouba, Sfax, Gafsa, Gabes, Kasserine and Jendouba.

The purpose of these dialogues is to:

  • Discuss the challenges the youth face in their communities and opportunities they may have in local and national democratic processes.
  • Engage regional meetings and dialogues to develop ideas for the development of the region.
  • Find effective solutions for the challenges the youth face in their communities.

Dialogues will include discussion with the youth, representatives of civil society, the media, and local authorities about “I am the President” episodes. Dialogues will also touch on  the possibilities of youth participation in local and national democratic processes.

Objective

The objective of this service is to prepare and implement community dialogues regarding “ The President” Project.

Your contribution

The Community Dialogue Implementation and Facilitation Partner will play a key role in the implementation of the community dialogues for the  “The President” project. The partner will directly handle the preparation and implementation of regional community dialogues and provide training of trainer sessions for the youth who will participate in facilitating the dialogues (preferably from the 100 candidates of the ANA Ra2is TV show. Project team will provide contact details).  The implementation of the community dialogues will serve in achieving the project’s strategic goals.

The partner will coordinate directly and primarily with the Project Manager. The working languages for this offer are French, Arabic and English.

Required tasks

The service requested consists of the following tasks:

Task 1:

Prepare community dialogues that include the following responsibilities:

  • Prepare a discussion and facilitation guide. The guide will serve as an educational tool for facilitators to moderate discussions in the six regions. It should include pedagogical knowledge for discussion leaders including facilitation, moderation of dialogues, nonviolent communication, and debates.
  • Organize training of trainers (ToT) sessions for community dialogue facilitators. Facilitators will be  candidates from the leadership academy (the list of candidates will be shared by the project team). Training sessions will cover various skills including debate techniques and facilitation, public speaking, communication, and identifying opportunities for political participation.
  • Two to three candidates in each target region will take part in these sessions in order to prepare them for their role as moderators and apply the skills they learned so that they are able to engage their communities later.
  • Prepare a timeline of the entire procedure (to be validated by Search).

This task must be finalized  after 15 days from the signature date of the contract.

Task 2:

The implementation and facilitation of community dialogues that include the following responsibilities:

  • Identify the participants in the dialogues and ensuring equitable gender representation ( 10 or more per discussion)
  • Host six community dialogue sessions in the regions of Manouba, Sfax, Gafsa, Gabes, Kasserine and Jendouba. Each community dialogue must include five discussions per region (30 discussions in total). Participants will attend community dialogues facilitated by program candidates who attended the training academy. They will then watch an episode of the program “I Am The President”. The dialogue facilitator will work with candidates to moderate productive and fruitful discussions that relate to the themes covered in the episodes.
  • Work with participants to generate ideas for solutions through a transformative problem-solving exercise in their respective communities that will be documented, addressed and then disseminated to other communities to address the political and economic challenges of their regions.
  • Propose a detailed plan for the preparations as well as the list of facilitators and resources to make available during the community dialogues.
  • Produce a final evaluation report with feedback on dialogue progress and recommendations for next steps. report to be sent by the end of activities, at the latest, January 20th.

It should be noted that the activities detailed above may be used by Search and/or Carthage + for TV production or on social media platforms

As descriptions cannot be exhaustive, the position holder may be required to undertake other duties that are broadly in line with the above key duties.

Duration:

2 months consultancy contract (15 November – 20 January  2019)

Critères d'éligibilité

  • Organizations must have legal status as a Tunisian association / organization.
  • Organizations must respect transparency and international human rights standards.
  • Organizations must have programmatic, technical and financial capacity to implement the proposed project including good knowledge of financial management systems and processes.
  • Organizations must have the ability to train youth on a variety of topics including but not limited to the topics mentioned above .
  • Organizations must be working in different regions or have the ability to send a team around the country and provide training wherever needed.
  • Organizations with prior experience facilitating community dialogues will be highly considered.
