Team purpose –
The programmes and partnerships team of Oxfam in North Africa is in charge of the conception, design, implementation and impact of initiatives around three main strategic priority areas: gender justice, governance and civic space and just economies. It is also in charge of ensuring that sound, equal and strategic partnerships are at the basis of Oxfam’s work in North Africa.
One of the main programmes under the responsibility of this team is a multi-country programme on Sexual and Reproductive Health and Rights for the Middle East and North Africa, which will run until the end of 2025.
Oxfam in North Africa is then looking for a Programme Manager to work with programme stakeholders (at country, regional and global level) to ensure a quality delivery of programme objectives.
Job Purpose – Key Responsibilities and Accountabilities for the Programme –
The Programme Manager will be the responsible for the overall successful management and implementation of the programme in North Africa. More concretely, these are the expected areas of responsibilities:
- Team management and leadership (20% approx.)
- To manage programme team in North Africa, in line with Oxfam principles and values, and ensure individual workplans are in place and respond to the objectives and requirements of programme and HR policies.
- To manage and monitor the performance of the relevant programme team and contribute to advancing their capacities and performance.
- To support, advice and mentor programme team in line with Oxfam feminist principles and values.
- To coordinate the team and foster collaboration both within and across other project teams.
- To lead on recruitment of any potential new team member.
- Programme management (60% approx.)
- Oversee the implementation of all aspects of the project (technical steer and project management) while ensuring coherence, standardized approaches, and programme quality – in line with the project’s objectives;
- In collaboration with project partners and Oxfam programme team, lead on preparing and revising workplans, spending plans, monitoring and evaluation plans, risk management plans, and other aspects of quality project management;
- Review Monitoring, Evaluation, Accountability and Learning (MEAL) framework with the MEAL team, including among others supporting baseline surveys, progress monitoring events and overseeing progress and final reports.
- Exercise budgetary oversight on the project as a whole, and on activities directly implemented by Oxfam, in close collaboration with relevant colleagues;
- Ensure that the project’s implementation is in compliance with donor requirements and in alignment with Oxfam’s strategy in North Africa;
- Support programme development and design in collaboration with Oxfam colleagues within the area of expertise.
- Lead on the project’s risks analysis and update, and advise on amendments to strategies, approaches and activities – where necessary, and in discussion with project partners and Oxfam colleagues.
- Relations building and representation with partners and programme stakeholders (20% approx.)
- Establish good working relations with existing project partners, in line with Oxfam’s partnership approach and organizational values;
- Nurture and develop relations with potential partners, allies, or new stakeholders.
- Participate in the different coordination mechanisms with partners and project stakeholders to ensure smooth working relations, flow of communication and coordination and synergies;
- Support Oxfam team and partners in preparing project workplans, budget forecasts, monitoring and evaluation plans, and other project management instruments.
- Ensure learning generated from the programme is shared within the project and with external actors, in close coordination with programme team.
- Represent Oxfam in meetings with partners, allies, donor and external representatives, together with relevant Oxfam team members.
Technical Skills, Experience & Knowledge –
Essential:
- University degree on social sciences or related.
- At least 8 years of proven experience in complex program design, management and implementation in North Africa region, and at least 4 of them working with INGOs.
- Proven thematic experience in working on youth, gender justice and diversity programmes in MENA.
- Strong proven experience in working with local, national or regional civil society partners in the MENA region.
- Strong communication and influencing skills, with proven ability to build relationships and partnerships with a diverse range of local, national and international stakeholders.
- Experience in team management.
- Demonstrated ability to work under pressure, prioritize, meet deadlines, and hold self and others to account.
- Willingness and ability to travel;
- Excellent English, French and Arabic (reading, speaking, writing)
Desirable:
- Masters degree on relevant field (social sciences, political sciences, business administration, etc.)
- Expertise and experience on sexual and reproductive health and rights.
- Understanding and passion on involving youth and marginalized groups in a meaningful way within the planning and implementation of this project.
- Strong knowledge of art and culture based projects and its stakeholders in the MENA region
