 Introduction                                                                     

SPARK and Super Novae, both non-for-profit organizations, are looking for a service provider to develop website for their ongoing projectLibya Start-Up” that aims to support the emergence of a dynamic, innovative, and sustainable start up ecosystem, by establishing 4 incubators in Libya dedicated to start-up development. 

The main objective of this assignment is to design, develop and implement a public-facing website as a custom-made web portal and content management system for “Libya Start-Up” program. 

 

Objectives and Targets 

In order to highlight the multi-site deployment of the project as an important aspect of it, SPARK and Super Novae would like a website whose interface and central piece is an interactive map, from which we can circulate and have access to all contents of the site. Each click on an incubator place name on the map must lead the visitor to all our activities, people and key data that are related to this place (portraits, events, figures), through an ambitious mix of video, photo, graphics, text.

To clarify what Super Novae and SPARK have in mind, please find below two links to examples of interfaces which are references in terms of interactivity, and could be models of what Libya Start-Up is looking for:  

 

 (By its use of the map to circulate in the story, and its very balanced mix of video, text and graphics, this web documentary from the French daily sports L’Equipe is a good example of what Super Novae and SPARK are looking for)

(Through this clear and educational sound mapping, the Tunisian news and investigative website Inkyfada gives us a very successful immersive experience. The strong points of this interface are the guidance by the map and the multiplicity of contents: written, audio, drawings)

 

Content details expected

Thanks to a map of Libya as a starting point on the home page of the website, any viewer can move easily from one project’s site to another, from one topic to another, creating an immersive and attractive journey into all aspects of the action: our multi-site action (Tripoli, Benghazi, Sabha, Misrata, Zintan, Gharyan) gives the opportunity to the viewer to focus on the incubator of its choice and consult events, testimonies, activities performed and expected, key facts/key figures, objectives, stakeholders (pictures, video, soundtracks, texts).   

The website will be constantly fed by Libya Start-Up’s multimedia team. They will monthly add, for example, short and impactful videos (no longer than 30 seconds, with subtitles) for each of the incubators (portraits, event reports, animated educational contents).

 

The website shall also include: 

  • Corporate presentation: presentation of the project and its donors, introduction of the team. 
  • Basic information: contact page, links to social networks, “We are Hiring” page 
  • Press page: link to news stories dedicated to our project (TV reports, radio broadcasts or written articles) but also press releases or events announcements such as press conference or press breakfast. 
  • Key data of the project displayed by various types of infographics: budget, participants, duration and results. 

 

Through the web documentary, Super Novae and SPARK aim to showcase the components of the project, bringing to the light with clear and innovative contents the backbone of the program, and providing answers to the key questions: 

  • What does the project consist of? 
  • Who is financing it?
  • Who are the project-implementing organizations? 
  • How long does it last?
  • Where does it take place?
  • How does it work? 
  • Who is it designed for? 
  • What are the results

 

General Requirements

As the first and fastest point of reference on information for stakeholders of Libya Start-Up action, including donors, private partners, government officials, CSOs, participants, Libya Start-Up website must meet specific criteria to be the ambitious platform SPARK and Super Novae have imagined: 

  1. The website should be developed to be mobile-friendly by design to accommodate the most recent versions of iOS and Android for smartphones and Tablets. This must even be considered as its primary use. 
  2. The site must be in both Arabic and English languages. 
  3. The home page of the website will highlight the donor (EU in Libya) and each content on the website will comply with the visibility requirements in line with EU communication guidelines. (see:  https://international- and-raising-eu-visibility-guidance-external-actions_en
  4. All contents that will feed the website will be produced by Libya Start-Up’s teams in Libya, who must be able to easily update the site and regularly publish new content. 
  5. The site will also include more “classic” pages such as Team Presentation, project and donor presentation, press releases, logos of the donor (EU) and organizations which implement the project (SPARK and Super Novae), contact page, links to social networks, FAQs. 
  6. Libya Start-Up project is already ongoing and will last until June 2025. The website has to be operational as soon as possible and will be permanently fed and updated.
  7. More than a website, Libya Start-Up is looking for a digital experience, audacious and artistic, inspired by the aesthetics and interactivity of web documentaries or video games, in order to be in line with the innovative program proposed by Libya Start-Up but also with the aspirations of the young people who will be the main players in these incubators.
 Deliverables 

The service provider is expected to provide the following: 

  • Methodology and work plan
  • Draft web designs for review, integration of feedback and final approval; 
  • Design, development and delivery of a fully tested and functional website
  • Full technical documentation (system code and system design) 
  • Develop a user manual and deliver a webinar for the support staff and system administrators to perform content upload, system maintenance and administration. 
  • Monthly maintenance, web design and development support.
Required Documents 

Interested Service Providers need to submit the following before Dec17th COB : 

  • An overview and examples of past online knowledge management and/or discussion platforms delivered, preferably open source and with international organizations, including an overview/presentation of the Service Provider and contact details of references; 
  • A work plan including start date and date of completion of deliverables, a proposed approach for the assignment based on the information provided above.
  • A breakdown of expected services and associated costs.
