Background
USAID& Tunisia Accountability, Decentralization and Effective Municipalities (TADAEEM) Project is a 4-year project that aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy. Deloitte, alongside a team of subcontractors, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize.
The Project team will work in 12 governorates, 33 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country through four regional hub offices located in Kef, Kairouan, Gabes and Tozeur, supported by headquarters in Tunis.
Objectives and Specific Tasks
Landscape Architect shall provide research and development, park layout, landscape design and filed application support to TADAEEM’s efforts to improve the P&GS services provided by municipalities. Specifically, the Landscape Architect shall perform the following duties with guidance from and in coordination with the P& GS Coordinator:
1. Provide support as and when needed to regional teams on all phases of the SDIP development and implementation process;
2. Maintain accurate tracking of P&GS activities taking place in the field in the various municipalities;
3. Provide the needed support to the process of identification and recruitment as well as  dispatching of experts and assist the Coordinator on the management and tracking of their activities and the monitoring and quality control of their outputs;
4. Conduct landscaping research and development work as and where needed to support the P&GS Program activities and to introduce innovations when and where feasible;
5. Provide landscape design services for the development of parks, green or public spaces as well as other space conversion activities identified and requested by the regional teams;
6. Support the Coordinator on activities undertaken in collaboration with counterpart national departments;
7. Support the Coordinator on engagements and collaboration with development partners to leverage their capacities and outputs in support of P&GS activities in the field;
8. Maintain up-to-date information on and contact with national or regional research and development institutions that are of relevance to P&GS work to enable their leverage in support of TADAEEM operations at the local level;
9. Be available to travel for missions in different regions.
10. Any other duties and tasks required by the Coordinator;

Reporting Requirements
The Landscape Architect shall report to the P&GS Coordinator. S/he shall work closely and coordinate with other programs and shall work closely with relevant members of the regional teams.
