Job Purpose – Key Responsibilities and Accountabilities
Oxfam in Tunisia is seeking to recruit a Senior Project Officer responsible for administering and overseeing subgrants awarded by OXFAM to local partners. This role ensures compliance with donor regulations, monitors project progress, and provides technical assistance to subgrantees to ensure the successful implementation of projects.
Subgrant Management: (80%)
- Reviews and screens subgrant applications for eligibility criteria and supports the subgrant selection process.
- Maintains subgrant tracker and reporting calendar.
- Supports risk and security assessments as required.
- Draft MoUs and agreements for partner sub-awards, with input from the program team
- Draft consultancy contracts and terms of reference, with input from other team members where relevant.
- Support organizations receiving subgrants from OXFAM in adequately managing their subgrants.
- Contribute to establishing subgrant procedures and mechanisms.
- Ensure technical, financial, and administrative compliance with OXFAM’s and donors’ subgrant management/reporting procedures.
- Produce a consolidated narrative report on the subgrant component in compliance with the donor’s requirement.
- Analyze narrative and financial reports and all supporting documents for expenses incurred in the context of subgrants awarded by OXFAM.
- Provide and supervise training and capacity-building activities to subgrantees on financial reporting procedures, mechanisms, and other topics.
- Maintain communication and relationships with local partners and ensure partners’ feedback is included in project management.
- Ensure timely financial reporting and effective collaboration with relevant program staff.
Implementation and Coordination: (20%)
- Support program activities, including procurement, logistics, and partner coordination.
- Facilitate project meetings, workshops, and training sessions.
- Support monitoring project progress and address any issues or challenges that arise.
- Actively engage in all relevant strategic meetings and workshops to contribute to developing and implementing Oxfam strategy and programs.
- Provide support, where and as requested and possible, to other ongoing programs
- Contribute to the program’s annual planning, reporting, and budgeting.
Technical skills, experience, and knowledge required for the position.
Essential:
- At least four years of project coordination, subgrants management, and support to program implementation.
- Bachelor’s degree in finance, management, social sciences, or any other relevant field.
- Ability to work effectively with subgrantees and stakeholders.
- Ability to work effectively in a highly collaborative team.
- Strong analytical, communication, organizational, writing, and interpersonal skills.
- Fluency in Arabic, French and English is strongly preferred.
- Commitment to transparency, openness, and collaborative way of working.
- High level of integrity and activist attitude.
- Work experience in an international (NGO) environment.
- Excellent computer skills.
- Excellent and efficient time management.
