About the Programme

SPARK is implementing FEMFOCUS, a five-year programme in Tunisia and Morocco funded by the Dutch Ministry of Foreign Affairs (MFA). The programme aims to strengthen women’s economic empowerment by supporting women’s organisations and other partner organisations, strengthening their capacities and contributing to a more enabling environment for women’s economic participation.

SPARK is seeking a Senior Project Officer to support the day-to-day implementation of FEMFOCUS in Tunisia, working closely with the Programme Manager, partner organizations and other members of the programme team.

Role Summary

The Senior Project Officer supports the Programme Manager in the day-to-day implementation of FEMFOCUS in Tunisia. The role follows up on partner activities and deliverables and supports the implementation of activities delivered directly by SPARK, including activities that strengthen the capacities of partner organisations. The position works closely with partners and with the programme’s MEL, partnerships and sub-grants, finance and communications functions.

Main Tasks and Responsibilities

The responsibilities and tasks include, but are not limited to:

  • Support the Programme Manager in the day-to-day implementation of the country workplan and follow up agreed programme activities, deadlines and deliverables.
  • Maintain regular contact with partner organisations and follow up implementation of their approved activities and workplans.
  • Review partner narrative reports and activity deliverables for completeness, consistency with approved plans and progress against agreed activities, and follow up with partners where clarification or additional information is needed.
  • Conduct regular field visits and follow up on partner activities to understand implementation progress, identify practical issues and report relevant findings to the Programme Manager.
  • Support the Programme Manager in organising and implementing activities delivered directly by SPARK for partner organisations, including workshops, training and capacity-strengthening activities, peer-learning activities, meetings and other programme events.
  • Support practical preparation and follow-up of SPARK-led activities, including coordination with participants, service providers, facilitators and relevant programme colleagues.
  • Identify implementation challenges and partner support or capacity-strengthening needs through regular follow-up, and raise them with the Programme Manager for appropriate action.
  • Coordinate with the MEL Coordinator on activity monitoring, partner data, means of verification and follow-up of programme results.
  • Coordinate with the Senior Partnerships & Sub-grants Officer and Senior Finance Officer on partner reporting, grant requirements, implementation issues and follow-up actions relevant to programme delivery.
  • Support preparation of programme progress reports, internal updates and other implementation information requested by the Programme Manager.
  • Maintain complete and organised programme and partner implementation records, including activity documentation, reports, attendance records and relevant supporting documents.
  • Support communication and visibility activities by providing accurate information on programme activities, partner progress, results and stories in coordination with the Communications Officer.
  • Ensure activities are implemented in line with SPARK procedures, programme requirements and relevant safeguarding, gender, inclusion and integrity standards.
  • Support coordination with programme partners, service providers and other stakeholders as required for effective implementation.
  • Perform other programme implementation duties appropriate to the position as required.

Requirements and Skills

  • Bachelor’s degree in Development Studies, Business Administration, Economics, Social Sciences, Project Management or another relevant field.
  • At least 5 years of relevant professional experience in project or programme implementation, preferably in the development or non-profit sector.
  • Practical experience working directly with partner organisations and following up on activities, work plans, deliverables and reporting.
  • Experience supporting the organisation and implementation of training, workshops, capacity-strengthening activities or other programme activities.
  • Experience reviewing narrative reports and programme documentation and following up with partners on implementation issues.
  • Experience with donor-funded programmes is an asset.
  • Good organisational skills and ability to follow multiple activities, partners and deadlines at the same time.
  • Good communication and interpersonal skills and ability to work constructively with partner organisations and colleagues.
  • Ability to identify implementation problems, follow up on practical solutions and raise issues requiring management attention.
  • Good writing and reporting skills and attention to documentation.
  • Good computer skills, including Microsoft Office.
  • Fluent Arabic and French, with good professional English.
  • Willingness to travel within Tunisia for partner visits and programme activities.
  • Ability to work independently on assigned tasks while coordinating closely with the Programme Manager and wider programme team.
