Background:

Ma3an is a five-year (2018-2023) USAID-funded project is looking for a Tunisian National team leader with strong Managerial skills and experience working in international organizations to fill in the position of Associate Director. Ma3an goal is to increase youth participation in civic and political life, address youth grievances, and prevent radicalization in Tunisian communities vulnerable to violent extremism.  Ma3an’s objectives include: Youth are equipped with skills and engaged in civic actions with local actors to address their communities’ needs and grievances (Positive Youth Development – PYD), and Tunisian capabilities to prevent and counter violent extremism are enhanced (Preventing Violent Extremism-PVE). At the community level, Ma3an uses a community-driven PYD/PVE model to inform and support sustainable interventions through ongoing collaboration between community actors that are inclusive, participatory, and solutions-focused. These include working with and through local CSO partners to understand local dynamics in each community; and implement community-driven PYD/PVE programming involving youth, local NGOs, local government, and other community leaders through community-specific grants. At the national level, Ma3an works to engage in discussions and advocate for government policy reforms that benefit youth and social cohesion.

 

Senior Program Manager (SPM) is a leadership position on the Ma3an project. The position requires significant management and leadership skills, broad general and technical knowledge, and experience working in community-driven development programming. The position includes significant travel throughout Tunisia.

 

Responsibilities

  • Reporting directly to the Deputy Chief of Party (DCOP), the SPM will oversee the implementation of the CSAs (Community Support Activities) and CRAs (Community Resilience Activities) assuring compliance with USAID, Tunisian regulations and in line with international environmental standards. The SPM will work closely with USAID and project staff to adjust project activities as needed.
  • Assist the DCOP with strategic and operational planning, work planning in the regions, communication outreach, MEL activities coordination and ensure project compliance with all contractual reporting and financial requirements of USAID and FHI 360.
  • Provide management, leadership and support to Regional Program Managers (RPMS), Engineers, Environmental Specialist and field officers, to ensure optimum support of project implementation and goal achievement, technical oversight and assistance within established policies and principles of the organization and standards set by the donor.
  • Support the Management Team in the project implementation and support the technical oversight of Ma3an to ensure that the overall project is effectively and efficiently implemented.
  • Coordinate with DCOP, RPMs, procurement team, grants team, architects and construction teams the implementation of the CSAs and CRAs, including construction plans, to ensure that goals and objectives are accomplished within prescribed time frame and allocated budgets
  • Support the management of staff and external project members to achieve goals and vision of project from initiation to completion.
  • Assist the DCOP with all aspects of program performance, both technical and managerial, and ensure that procedures are adhered to for activity development, implementation, monitoring, evaluation, procurement, budgeting, and financial accounting.
  • Ensure an integrated vision between the two program objectives/components and a focus on achieving performance results and targets within Ma3an’s community driven PYD/PVE model.
  • Ensure that program receives the quality and quantity of support required from headquarters in a timely manner.
  • Ensuring field work is compliant with all Monitoring, Evaluation and Learning requirements and that all of Ma3an Management Information System data related to regional programming is accurate and up to date.
  • Identify issues and risks related to implementation in a timely manner, and effect appropriate adjustments; efficient and effective use of the resources to reach the desired results of the project.
  • Oversee the development and validation of the technical, financial, and logistic aspects of the CSAs’ and CRAs’ implementation.
  • Inspecting project sites to monitor progress and ensure conformance to design and materials specifications and safety or sanitation standards.

Critères d'éligibilité

  • Natural resource management or a related field; MA preferred.
  • At least 10 years’ professional work experience in a relevant field, including at least three in environmental compliance for donor-funded programming Typically requires 5-8 years of project management experience.
  • Experience with U.S. Government rules and regulations, and experience working in an international NGO environment, desirable
  • Comprehensive knowledge of concepts, practices, and procedures associated with environmental protection, monitoring, and compliance; knowledge of USAID environmental compliance regulations and procedures preferred
  • Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful support to field-based teams.
  • Solid knowledge and skills on different approaches to implement community-driven programming and strengthening partner capabilities.
  • Dynamic team player with ability to manage teams and projects collaboratively, strong communication, organizational, management, and interpersonal skills.
  • Excellent and demonstrated organizational and presentation skills.
  • Excellent and demonstrated project management skills.
  • Fluent in written and oral English, French and Arabic.
