Organizational Context and Scope:
Established in 1951, IOM is a Related Organization of the United Nations. Dedicated to promoting humane and orderly migration for the benefit of all, IOM provides services and advice to governments and migrants. As the leading UN organization in the field of migration, IOM works closely with its governmental, inter-governmental and non-governmental partners on capacity building and advocacy for policy and legislative practices to ensure the protection of migrants.
IOM Tunisia works closely with its governmental and non-governmental partners to provide assistance to vulnerable migrants in Tunisia and Tunisian returnees, including Victims of Trafficking, migrants with Health needs and unaccompanied migrant children, and to identify a short, medium and long-term solutions for every migrant assisted. IOM also works closely with its institutional and non-governmental partners to provide emergency assistance to vulnerable migrants, including migrants rescued at sea.
Under the overall supervision of the IOM Tunisia Chief of Mission and the direct supervision of the Project Manager, the candidate will support with the planning, implementation and monitoring of case management, operations, and protection activities in the framework of projects implemented by IOM Tunisia.
Core Functions / Responsibilities:
Responsibilities in the area of project development and reporting
- Contribute to project proposal development by providing concrete inputs and ideas based on the policy and capacity needs of relevant Government agencies, including needs of individual beneficiaries and communities.
- In close coordination with relevant program focal points and project manager, supervise and coordinate the provision of Information Management (IM) support including data management, analysis, visualization and mapping for the unit.
- Compile data and accurate information on project progress, activities’ completion and project performance indicators for donor reporting, as well as other internal and external reports and updates, in response to internal or external requests.
- Ensure Mimosa compliance of assistance activities.
Responsibilities for project implementation and coordination
- Effectively manage planning, implementation, monitoring and evaluation of assigned project activities.
- Improve a referral protection mechanism and supervise and coordinate the care of vulnerable migrants.
- Monitor and follow up on all operations activities of IOM Tunisia including resettlement and voluntary returns and reintegration.
- Lead the team of case workers and protection assistants working on case management with coordination and referrals.
Responsibilities for the liaison with the external partners for coordinating implementation activities.
- Establish and maintain close links with a wide portfolio of international and national stakeholders at different levels including Embassies, national and local authorities, international organizations, NGOs, private sector actors. Maintain high-level communications to increase activities visibility at the national and international levels.
- Maintain key partnerships with Government officials, in particular the Ministry of Social Affairs, Ministry of Family, Women, Children and Elderly, Ministry of Foreign Affairs, Ministry of Labour.
- Participate in the relevant working groups as appropriate.
- Identify and document good practices, lesson learned and relevant experiences that may be shared with other countries covered by the project or at the regional or global level.
- Perform other duties as may be assigned.

Required Qualifications:
Education & Experience
- Bachelors’ degree in Social Sciences, Health, Psychology or a related field from an accredited academic institution with at least five (5) years of relevant professional experience or;
- High School degree in the above fields with seven (7) years of relevant professional experience.
- Experience in the field of assistance to vulnerable individuals.
- Experience in working with international or non-governmental organizations. • Experience in project implementation, monitoring and reporting.
Skills
- Knowledge of computer applications, especially MS Word, Excel, Outlook and Access. • Knowledge of Tunisia and regional issues in the thematic area of migration is a distinct advantage.
- Good communication skills, including written communication.
Languages:
Fluency in French and Arabic (written and spoken) is required. Good knowledge of English is Advantageous
Other:
- Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and security clearances. Vaccination against COVID-19 is required. This will be verified as part of the medical clearance process.
