Context of the position and key challenges
The Senior Logistics Officer is responsible for overseeing logistics operations for Acted’s mission in Libya while being based in Tunis. Libya is a high-risk environment characterized by political instability, ongoing conflict, and a fragmented governance structure. The Senior Logistics officer will remotely coordinate logistics, procurement, and supply chain activities to support Acted’s humanitarian programs in Libya, ensuring compliance with donor requirements and Acted’s internal procedures. The remote nature of the role adds complexity, as the responsible of the department must rely on local teams and partners to implement activities on the ground in coordination with project team, security and coordination. 

 

Key roles and responsibilities 
  • Procurement:
      • Ensure all needs are met according to the defined timeline, required quality standards, and appropriate procurement scenarios.
      • Guarantee compliance with Acted’s and donors’ procurement guidelines for all purchases.
      • Coordinate the procurement cycle with all stakeholders (program, finance, coordination, suppliers, etc.), from planning to contract signing and final delivery.
      • Ensure the continuous availability of common goods and services (e.g., office supplies, transportation means) through contractual frameworks.
      • Manage the traceability and consistency between orders, contracts, and deliveries, linking them with financial availability to avoid and resolve issues.
    1. Stock and Deliveries:
      • Coordinate and track deliveries, liaising with suppliers and filed team to resolve issues.
      • Provide regular updates to teams on stock levels and delivery timelines.
      • Conduct periodic inventories, customs clearances, and investigations into stock discrepancies.
  • Transversal Logistics Management
  • Fleet and Transportation :
    • Anticipate vehicle needs and liaise with the Base managers and Finance Manager to budget accordingly.
    • Maintain efficient monthly, weekly, and daily planning and tracking tools for movements.
    • Ensure and follow up on the payments to contractors in Libya (Driver, Guard and Cleaner) 
  • Equipment :
    • Anticipate equipment needs in coordination with the Country Director and Finance Manager to budget accordingly.
    • Maintain an up-to-date inventory of equipment, including appropriate labeling; investigate and document any loss or damage.
    • Conduct random equipment inventories to verify the reliability of monthly tracking and take necessary corrective actions.
    • Manage equipment maintenance plans, control, and optimize associated costs.
    • Manage equipment donations, obsolescence, and replacements in accordance with internal and external regulations.
    • Conduct a regular follow up with the ICT staff based in Libya. 
    • Provide support for headquarters regarding IT requests and Tasks for the mission. 
  • Premises:
    • Ensure appropriate working and living conditions for the team in each location through an effective global approach to services and maintenance. 
    • Identify and set up premises (offices, residences, warehouses) based on geographical, operational, security, and financial criteria in close coordination with the Country Director/Base Managers and Finance Manager.
    • Ensure that safety and security recommendations are applied on the premises in close coordination with the security department. 
  • Communications and IT Management :
    • Control and optimize IT and communication costs.
    • Ensure administrative requests are fulfilled with local authorities for communication means used.
    • Ensure monthly data backups (servers, local data, emails, etc.).
    • Guarantee that IT security standards are applied and manage crisis situations in the country in close coordination with headquarters if necessary.
  • Compliance and Transparency
  • Ensure Acted’s logistics manual is applied in the country and that specific donor requirements for logistics and procurement are respected.
  • Enforce a zero-tolerance strategy on corruption and ensure adherence to Acted’s code of conduct and anti-fraud policy.
  • Coordinate TITANIC logistics reports monthly and verify the relevance and reliability of declared data.
  • Organize a 6-month planning for field visits with precise ToRs, including ad hoc checks and written reports following each visit.
  • Follow up and update internal and external audit reports for logistics.
  • Ensure the production of accurate and up-to-date logistics documents in coordination with other FLAT departments.
  • Leadership
  • Update the logistics department’s organizational chart based on mission development.
  • Promote strong and structured linkages with all teams for all logistics operations (especially program and finance teams).
  • Manage the development of partnerships on logistics aspects such as procurement, stock and equipment management, logistics reports, ensuring thorough and timely review of IPs’ logistics documentation.
  • Represent Acted in relevant logistics and communication networks, actively building relevant partnerships (logistics clusters, etc.).
  • Actively participate in country-level coordination meetings, providing information on progress and risks.
  • Contribute to donor proposals, budget elaboration, and reports.
  • Contribute to emergency response and contingency planning efforts to meet supply and logistics needs and their implementation.

 

Required qualifications and technical expertise
  • Bachelor’s degree in Logistics, Supply Chain Management, Business Administration, Engineering, or a related field.
  • Minimum of 3–5 years of experience in logistics, procurement, supply chain, or operations management, preferably in humanitarian or development contexts.
  • Strong knowledge of procurement processes, contract management, stock and warehouse management, fleet operations, and asset tracking.
  • Experience in managing logistics teams across multiple locations, with a strong ability to coordinate remote teams.
  • Familiarity with donor regulations (e.g., EU, USAID, UN agencies, ECHO) and compliance requirements are an advantage.
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and logistics management software (e.g., Saga, UNIT4, or similar ERP systems).
  • Excellent organizational, analytical, and problem-solving skills with the ability to handle multiple priorities under tight deadlines.
  • Strong communication and negotiation skills, with fluency in English and French. 
  • Ability to work effectively in a multicultural environment and manage relationships with internal and external stakeholders.
  • Flexibility and adaptability to work in challenging and dynamic contexts.
