IFES Tunisia

IFES has been working in Tunisia since February 2011, assisting the Tunisian authorities in the organization of free, democratic, and transparent elections through electoral assistance programs. The overall goal of IFES Tunisia programs is to provide electoral technical assistance to electoral stakeholders to support the holding of democratic elections in Tunisia. IFES works with the Ministry of Social Affairs and the Ministry of Education on civic education, the Court of Accounts (CoA) on the transparency of campaign financing, and other institutional and non-institutional organizations, such as civil society.

Job Description

The short-term contract is a consultancy. Under the direction of the country director, the Senior IT technical advisor will perform the following main functions:

• Provide IT technical assistance to IFES Tunisia for all its IT related projects
• Provide IT technical advice to IFES Tunisia partners on joint IT projects 
• Provide IT technical support to IFES Tunisia’s projects with an IT component and its partners, such as most adapted IT solutions, optimization of solutions, software upgrades, and selection. 
• Draft scopes of work or terms of references for IT work
• Provide technical evaluation of bids and evaluate the quality of deliverables and their conformity with the IT technical specifications, etc.

Position Requirements

• Advanced university degree in IT development, computer engineering, information systems, multimedia, or any other relevant and connected fields.
• Minimum of 16 years of experience in IT development and online platforms.
• Demonstrated knowledge of the MOODLE, ORACLE, and Java script.
• Experience in learning/content management systems, managing distance learning platforms and other IT applications.
• Experience in advising on IT security architecture, security of networks, and optimization of IT solutions.
• Experience in multi-stakeholder projects is an asset.
• Excellent command of Arabic and French. English is an asset.
