Scope of the position
Under the hierarchical supervision of the MEAL Specialist, the Information Management Senior Officer is responsible for creation, roll-out, update, maintenance and harmonization of systems of data collection, processing, analysis and dissemination across Cesvi Tunisia & Libya programs. This includes the provision of technical input and support on safe information management to field teams and other relevant units as requested/required as well as production of high-quality IM products for reporting and support to Cesvi’s internal monitoring, evaluation and learning.
Responsibilities and main tasks:
- Establish Information Management systems and develop forms, tools and databases for capturing, evaluating project information and data.
- Contribute to strategic development of the departmental procedures, policies, products relate to Information and Knowledge management to digitise and streamline its data collection and management.
- Provide ongoing technical supervision, support, and guidance to IM and project teams in execution of duties inc. data entry and data protection standards, field reporting, registrations, etc.
- Explore, propose and implement innovative systems and platforms for capturing and using data, storing information and documentation, and managing information.
- Ensure timely and effective collection of data from data sources and identify appropriate data sources.
- Carry out information management functions according to relevant technical specializations such as: information coordination; geographic information systems, infographics, and visualization, secure database development, management, and maintenance, web development such as apps, or coordinated assessment analysis.
- Produce and update information products such as reports, charts, info-graphics and other visual materials in order to support and improve project implementation and reporting.
- Build the capacity of MEAL and program staff on how to use IM tools and in order to ensure that data is refined to meet high quality standards.
- Support Cesvi MEAL and Programme teams to implement data protection principles and standards, and introduce relevant measures where they are missing.
Reporting to: Hierarchically the Senior IM Officer will report to the MEAL Specialist and collaborates closely with the MEAL Supervisor. The Senior IM Officer will directly supervise one IM assistant.
Position Requirements:
- Master’s degree or equivalent in Information Management, GIS, Geography, Information Systems, Statistics or another relevant field.
- Fluency in English (required)
- 3-5 years of experience in GIS and data visualisation in a similar humanitarian organisation and/or context.
- 3-5 years of experience leading and managing IM teams, ideally in humanitarian contexts.
- Familiarity with databases and database languages such as MySQL or SQL including creating queries and manipulating data.
- Extensive experience with tools design and using data collection platforms such CommCare and Kobo Collect; data visualisation tools, specifically Power BI or Tableau; and advanced MS Excel skills, including Microsoft Access.
- Knowledge and understanding of theories, concepts and approaches relevant to Data Management in high-risk contexts.
- Ability to compile and holistically analyze diverse datasets
- Capacity to develop training package or user guideline dedicated to IM system as a whole or focusing on IT tools or steps – adapted to a variety of audience types
- Understanding of Humanitarian MEAL (Monitoring, Evaluation Accountability and Learning) needs and constraints
- Ability to work under minimum supervision with drive and initiative.
