Job purpose
To be responsible for effective delivery of various HR tasks and operations for BBC Media Action (BBCMA) in North Africa. The role will be acting as a liaison between employees and management, and oversee recruitment, HR policies and procedures, training and development, performance monitoring, compliance with labor law, and organizational HR policies and will propose solutions to a wide spectrum of complex HR issues. Furthermore, the role will support the organization on strategic initiatives such as implementing a clear career path framework and pay grade and band system.
Key responsibilities and accountabilities
Be the first point of contact for employee HR questions and grievances and provide them with the support and guidance needed.
Provide advice to line managers according to established HR policies and procedures, including recruitment, terminations, and diversity.
Drive, participate in, and document recruitment processes that comply with local law and BBCMA policies (including drafting Job Descriptions, vacancy announcements, screening applications, arranging and conducting interviews, checking references), to ensure the talent needs of BBCMA are met.
Lead on arranging visas, work permits, and any other formal documents for international staff working in, or visiting, the North Africa office.
Maintain up-to-date staff personnel files and records, and ensure all related documents are saved and organised ensuring confidentiality and compliance with the UK’s GDPR Act.
Manage and administer staff contracts, maintain leave records, and oversee the preparation and collection of timesheets.
Manage payroll and social security registrations and declarations.
Maintain and enhance the organisation’s human resources by planning, implementing, and evaluating human resources policies, programs, and practices.
Ensure compliance of the Staff Handbook and HR practices in a way that is compliant with local labour laws and regulations.
Support in implementing HR strategies to align human capital with organisational needs.
Manage the implementation of the BBC Career Path Framework including developing a salaries grid and bands system with the SMT and full staff understanding.
Provide support and coordination for staff capacity building and development.
Be the psychological point of contact of BBC MA, assisting in conflict resolution and supporting the physical and mental health of the staff, with the support of HQ team and the wider BBC.
Support the Senior Management Team in promoting equality and diversity.
Maintain accurate staff details and contingency plans in case of emergencies.
Prepare and provide payslips, work certificates, and any other related documents in accordance with local legislation.
Be the Safeguarding Champion in the North Africa Office, including developing understanding and skills in this topic to an international professional level, advising on the management of any safeguarding concerns, and preparing regular safeguarding risk analyses for the North Africa office.

Knowledge, skills, training and experience
Essential
A bachelor’s degree from an accredited university in HR, Business Administration, or a related major.
At least 5 years’ experience in the direct management of human resource functions in organisations with at least ten staff.
Demonstrable proficiency in all areas of HR (including recruitment, payroll, and disciplinary procedures) with an in-depth knowledge of Tunisian Labour Law and HR regulations.
Experience in handling, resolving, and – where necessary – quickly escalating sensitive HR matters.
A flexible, willing, and pragmatic approach to providing assistance that suits the wider operational environment.
Excellent interpersonal and communication skills with positive and professional attitude.
Native or fluent French and Arabic, and excellent written and spoken skills in English. Sound knowledge on computer (MS Word, Excel, and Power Point).
Ability to deal maturely and tactfully with confidential material.
Familiar with the North Africa context.
Ability to multi-task and manage time effectively.
Personal resilience and clear thinking to manage challenging and sensitive situations.
Desirable
Experience of working in an International NGO.
Experience of working in media and/or other development fields.
Understanding of differences in HR law across North African countries.
Experience supporting non-Tunisian North Africans working and living in Tunisia.

This role will provide human resource and support services to the BBC Media Action North Africa office following pre-defined processes and policies, with frequent interactions with employees and managers.
Scope
Will report to the Head of Finance & Operations and Country Director.
No budget responsibility for this role.
