Search in Tunisia
SFCG’s mission in Tunisia is to promote the culture of dialogue and diversity through the involvement of
all parts of society while building their capacities. SFCG works in Tunisia to help members of Tunisian
society to address conflicts and differences constructively through cooperation and dialogue. SFCGTunisia works across multiple channels, mainly with youth, CSOs, media actors, security forces, and local
authorities to build the capacity of individuals and institutions to address challenges including differences
and acting on common points. Through this approach and partnerships, SFCG-Tunisia has four main
strategic objectives: (i) Promoting Peace Education; (ii) Fostering non-violent social dialogue; (iii)
Enhancing participatory and inclusive governance; and (vi) Transforming Violent Extremism in Tunisia.

We are searching for
SFCG is currently recruiting for the position of Subgrants Officer, in the framework of our two flagships
projects ‘’Preventing Radicalization and Violent Extremism in Tunisian Prisons and Child Detention
Centers and Ensuring Sustainable Rehabilitation and Reintegration of Detainees’’ and ‘’Promoting Civilian
Engagement in Security Sector Reform Processes in Tunisia’’. The first project’s overall objective is to
prevent adults and juvenile detainees’ radicalization towards violent ideologies during and after their
detention period through rehabilitation and reintegration programs. The project also aims to reinforce the
capacity of prison administration and staff in the areas of management, rehabilitation and reintegration of
adults and minor detainees. The SSR project aims to foster sustainable collaboration between the
security sector and civil society actors in five governorates through a bottom-approach to addressing
citizen’s security concerns, while engaging media in advocacy and collaboration around local security
issues. Under both projects, Search has foreseen to give subgrants to local partner CSOs to implement
certain key activities under our programme.

Your contribution
The Sub-Grants Officer will be responsible for back-stopping implementation of two projects and will
directly support the Senior Prison Project Manager and SSR project manager. The Sub-Grants Officer will
help and the support the local grantees. The position will report directly and primarily to the Project
Managers, and work in close collaboration with the SFCG Program Director, Country Director, Senior
Finance Manager and other members of the Fin-Admin team. (S)he will also liaise closely with SFCG’s
MENA and HQ team regarding reviews and approval of sub-granting procedures. The Sub-Grants Officer
will divide his/her time 50%-50% between the two projects according to the programmatic and activities
requirements.

The roles and responsibilities include but are not limited 

Assist Senior Prison Program Manager and SSR Project Manager to:

  • Identify CSOs, associative media and other potential local grantees, analyzing their main
    activities in the targeted geographical areas
  •  Act as the main focal point for local subgrant partners, providing technical support and guidance
    when required.
  •  Lead program outreach to ensure participation of wide variety of CSOs as subgrantees including
    those in remote locations
  •  Support the project managers to develop strategy and selection criteria for all sub-grants to CSOs
    in the regions. Provide expertise, mentor and coach sub-grantees to ensure quality
    implementation. Ensure that the program is complying with SFCG policy and procedures on
    subgrant management, including ensuring all relevant information is updated in SFCG financial
    system
  • Assist the CSOs in the preparation and review of sub-grant budgets and budget narratives for
    completeness, cost eligibility and compliance with subgrant requirements.
  •  Review and reconcile monthly the CSOs financial reports
  • Ensure that the documentation of subgrants reports is complete, correct and compliant to
    Search’s and the donors’ procedures and Tunisian Law
  • Follow up with the Senior Finance Manager and SFCG MENA Regional Controller on the review
    and approval of CSOs financial reports.
  • Follow up regularly with the subgrantees and assist in the implementation of the activities.
    Conduct workshops and training events as required
  • Report on a regular basis to Senior Project Manager and the SSR Project Manager and to Senior
    Finance Manager on programmatic and financial progress of subgrants
  • Maintain an updated timeline for activities of each subgrantee CSO
  • Support SFCG Prison and Security Sector Reform program development in other aspects of work
    (work plan, strategies, success stories, newsletters, regular report, etc.)
  • Responsible for conducting regular M&E visits, in close coordination with the M&E Coordinator
    and Project Managers, to each subgrantee CSOs and drafting assessment reports on their
    performance and capacities
  • Ensure the complementarity and consistency between the programmatic and Financial reports of
    CSOs

As job descriptions cannot be exhaustive, the position holder may be required to undertake other
duties that are broadly in line with the above key duties.

Please note: this position is open to Tunisian nationals only
Duration: initial 12 month contract (CDD), extendable, with start date in January 2019

Critères d'éligibilité

  • Recent graduate in International relations, Human & social sciences, Finance, Accounting, management, conflict or security studies, or a related field; Master's Degree preferred
  • 2 to 4 years of professional experience in a similar position with a national or international nongovernmental organization or similar experience in a non-profit organization;
  • Prior experience in financial subgrants management is required
  • Interest in peacebuilding and conflict transformation
  • Prior experience in working with local civil society organizations in Tunisia would be an asset;
  • Strong understanding of political and social context in Tunisia
  • Willingness to regularly travel on short notice around the country to assist CSOs activities during the working days and/or the weekends
  • Computer proficiency (Excel, word, powerpoint)
  • Excellent written and oral Arabic and English and/or French.
  • Good understanding of National Financial laws
  • Excellent coordination, communication (verbal and written) and networking skills;
  • Ability to maintain professionalism, creativity, and enthusiasm while working in a fast-paced, often challenging environment with minimal supervision;
  • Ability to work through stringent deadlines with attention to detail, and coordinate and compile information from various sources;
  • Demonstrated experience working with local partners.
  • Ability to work with people at all levels, ranging from high-level officials to community leaders
  • Strong ability to multi-task and work independently;
  • Flexibility and capacity to adapt to evolving contexts;
  • Team spirit and ability to collaborate with colleagues in an open and constructive way.
