Search in Libya

Violent conflict in Libya continues at alarming levels. Deep political and social rifts pose challenges to national reconciliation, while security risks grow and the number of internally displaced people has increased since 2014. To confront these issues, we are working with Libyan activists and leaders, both inside Libya and in neighboring Tunisia, to equip them with the skills to build a future of inclusion and democracy for their country. Our work focuses on supporting local civil society organizations, building their conflict mediation capacities, and networking them to other civil society actors and international community representatives. We have also worked on building better relationships between media professionals and security forces, by organizing dialogue workshops on journalism safety in Libya.

Position Summary

Search is implementing a new project in Libya, in partnership with another international NGO, with the goal to strengthen capacities for promoting reconciliation at local level in 5 communities (Ghadames, Nalut, Zuwara, Sirte, and Benghazi). The project aims to assist in the early identification, mitigation and resolution of localized conflict through capacity building, inclusive dialogue processes, subgrants to CSOs, and public awareness campaigns. As such, Search is recruiting a Project Coordinator to support day-to-day implementation and monitoring of its activities.

Based partly in Tripoli and partly in Tunis, and reporting to Search’s Program Director, s/he will lead the planning and implementation of program activities, and liaising with relevant partners and key stakeholders in the different project locations, working hand-in-hand with the Design, Monitoring and Evaluation (DME) Officer, the Finance and Admin Team, as well as the partner’s program staff. S/he will also assist in coordinating activities led by the project’s civil society partners, and for preparing activity and monthly reports for the donor.

This position requires frequent travel to project locations to maintain regular contact with key local stakeholders and ensure a smooth implementation of program activities.

Key Responsibilities

The roles and responsibilities include:

  • Develop and maintain updated work plans project activities, and oversee the effective implementations of planned activities to the highest results, in a timely manner and within budget.
  • Ensure progress on all activities, including research activities, liaising with key local stakeholders, project partners and possible external consultants.
  • Lead training activities and provide support to trainers on the design of training materials.
  • Conduct regular field visits, attending different project activities to ensure their quality, and communicating with the key local stakeholders to create/maintain trust and engagement.
  • Facilitate regular coordination meetings with project team and local civil society partners.
  • Prepare activities’ reports as well as monthly narrative reports for donors, in compliance with SFCG and donor requirements and in collaboration with SFCG’s regional team and HQ.
  • Oversee the monitoring and evaluation aspects of the projects, working with the DME Officer in Tunisia, the Regional DME Specialist and local partners to ensure that M&E frameworks are in place and implemented to document progresses towards the project’s (un-)intended results, and ensure sharing of DME findings with the project team through quarterly reflection meetings.
  • Assist with communication and visibility aspects of the Libya program, through written material, photos, success stories, updated website, social media and traditional media.
  • Maintain regular written and oral reporting to the Program Director on key country, project, and security issues.
  • Oversee the management of project budgets, prepare detailed activity budgets and ensure compliance with contract and donor guidelines in coordination with Search Administrative and Financial Team.
  • Support the identification and preparation of contract agreements with consultants, experts or any contractors as needed for the projects.
  • Support the administrative and logistical arrangements for the implementation of program activities.
  • Assist the Program Director and project team with other tasks as needed.
  • As job descriptions cannot be exhaustive, the position holder may be required to undertake other duties that are broadly in line with the above key duties.

Critères d'éligibilité

  • Bachelor’s degree in international development, conflict resolution, project management or related field.
  • At least 3-5 years of INGO or CSO experience in project implementation or management in Libya or outside of the country, preferably in the fields of peace building and conflict prevention.
  • Strong project management skills covering different aspects such as activities planning and implementation, budget management, and partner coordination
  • Previous training facilitation experience would be an asset
  • Knowledge of and experience in community dialogue is highly desirable
  • Demonstrated experience working with local partners
  • Written and oral proficiency in Arabic and English
  • Strong and proven ability in report writing in English
  • Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office and Excel)
  • Cultural sensitivity and strong interest in dialogue, peace building and conflict transformation.
  • Excellent interpersonal skills and effective communication with a variety of stakeholders, as well as the ability to build and conduct effective professional working relationships at all levels, both internally and externally
  • Ability to maintain professionalism, creativity, and enthusiasm while working in a fast-paced, often challenging environment with minimal supervision
  • Ability to work through stringent deadlines with attention to detail
  • Self-starter with the ability to manage time effectively
  • Flexibility and capacity to adapt to evolving contexts
  • Team spirit and ability to collaborate with colleagues in an open and constructive way
  • Willingness to travel to remote areas in Libya
