Search in Tunisia – Lybia

Search’s mission in Tunisia is to promote the culture of dialogue and diversity through the involvement of all parts of society while building their capacities. Search works in Tunisia to help members of Tunisian society to address conflicts and differences constructively through cooperation and dialogue. Search-Tunisia works across multiple channels, mainly with youth, CSOs, media actors, security forces, and local authorities to build the capacity of individuals and institutions to address challenges including differences and acting on common points. Through this approach and partnerships, Search-Tunisia has four main strategic objectives: (i) Promoting Peace Education; (ii) Fostering non-violent social dialogue; (iii) Enhancing participatory and inclusive governance; and (vi) Transforming Violent Extremism in Tunisia. In Libya, we are working with Libyan activists and leaders, both inside Libya and in neighboring Tunisia, to equip them with the skills to build a future of inclusion and democracy for their country. We implement, among others, a project to build conflict analysis and mediation capacities of local stakeholders in five Libyan communities and help set up early warning systems for outbreaks of violence. We are searching for…

The Program Director will be responsible for providing strategic guidance and ensuring overall program quality for Search. S/he will supervise Project Managers to ensure timely and quality implementation of all projects; work closely with staff in program design, and with the monitoring and evaluation team to learn from our work and design future projects. S/he will also lead on engaging with national and local partners/stakeholders and will support the Country Director in liaising with donors and other international actors in order to develop and implement a relevant and effective strategy for Search’s overall programming in Tunisia and Libya.

Your contribution

The Program Director heads the Program team at Search, which is currently composed of around 10 staff and growing. S/he will report to the Search Tunisia/Libya Country Director and be part of the Search senior management team. S/he will work closely with the heads of the Search Tunisia Finance-Admin and M&E departments, as well as with the MENA regional team (based in Amman) and Search HQ on relevant topics. S/he will also work in close partnership with the North Africa Program Coordinator, who is Tunis-based.

The roles and responsibilities include but are not limited to:

  • Support the Country Director in the strategic planning at the office level and program level
  • Manage country program and team, providing technical leadership and overseeing project budget and performance, deliver project results, and monitor achievement of results
  • Supervise Project Managers in reviewing achievements against work-plans in order to reach targets within the set timeframe and within the budget
  • Help lead fundraising and program development in close collaboration with Country Director and MENA team, including designing and writing of new projects’ proposals
  • Ensure that Project Managers have a longer term and broader vision of their own project in line with our overall country and organizational strategy
  • Develop and maintain proactive and professional relationships with local partner organizations, other NGOs, donors, national and local authorities, civil society groups, media outlets etc.
  • Organize and participate actively in All Staff meetings, project implementation meetings, Budget spending meetings, and any other meetings as requested by the Country Director.
  • Actively contribute to writing donor reports, briefing papers and other documents, working closely with the Media & Communications Officer to regularly produce external communication materials for our various social media outlets
  • Remain up-to-date on all modifications to Search’s and donor’s policies and regulations, assuring compliance, and making sure program staff understand and adhere to them
  • Analyze trends in the program and country context, identifying issues and developing and recommending solutions to the country director
  • In consultation with the country director, responsible for the hiring, coaching, supervision and evaluation, and team building of the program employees
  • Assess and build the capacities of Project Managers to equip them with the skills relevant to their projects (with a focus on technical and project management skills)
  • Ensure the country program and projects are implemented with the highest quality through strengthening the Common Ground Approach in all our work and interventions

As job descriptions cannot be exhaustive, the position holder may be required to undertake other duties that are broadly in line with the above key duties.

Duration: initial 12 month contract (CDD), extendable, with start date in January, 2019.

Critères d'éligibilité

  • BS/BA or its international equivalent preferably in conflict resolution, international studies, peace-building, human rights or related area; Master's Degree preferred
  • Minimum of 5-7 years of related experience at a similar managerial level
  • Experience in the field of conflict transformation
  • Significant experience in project management in a non-profit environment
  • Previous experience in conducting training and facilitate dialogue will be an asset
  • Knowledge of major donor rules and regulations, and the ability to manage and prioritize multi-donor funding
  • Strong knowledge of the practice of peace building and conflict transformation, as well as familiarity with the Tunisian and Libyan contexts
  • Proven track record of linking strategic thinking and project implementation
  • Dynamic leader with creative problem-solving skills, particularly in challenging situations
  • Proven ability in team management and staff supervision
  • Excellent interpersonal and networking skills, and the ability to build and conduct effective professional working relationships at all levels, internally and externally
  • Demonstrated writing and grants management skills
  • Spoken and written fluency in Arabic and English, French would be an asset
  • Strong ability to multi-task and work independently
  • Ability to work through stringent deadlines with attention to detail, and coordinate and compile information from various sources
  • Proficiency in Microsoft Office, especially Microsoft Excel
  • Flexibility and capacity to adapt to evolving contexts
  • Team spirit and ability to collaborate with colleagues from different backgrounds in an open and constructive way
