Search in Tunisia

SFCG’s mission in Tunisia is to promote the culture of dialogue and diversity through the involvement of all parts of society while building their capacities. SFCG works in Tunisia to help members of Tunisian society to address conflicts and differences constructively through cooperation and dialogue. SFCG-Tunisia works across multiple channels, mainly with youth, CSOs, media actors, security forces, and local authorities to build the capacity of individuals and institutions to address challenges including differences and acting on common points. Through this approach and partnerships, SFCG-Tunisia has four main strategic objectives: (i) Promoting Peace Education; (ii) Fostering non-violent social dialogue; (iii) Enhancing participatory and inclusive governance; and (vi) Transforming Violent Extremism in Tunisia. We are searching for…

SFCG is currently recruiting for the position of Finance and Compliance Officer for USAID Tunisia Resilience and Community Empowerment (TRACE) program, which Search is implementing in partnership with FHI360. The TRACE program will increase the capacity of communities to withstand political, social, and economic stresses and shocks by achieving the objectives of: 1) strengthened community resilience, 2) mitigated community vulnerabilities, and 3) improved capacity of Tunisian partners to sustain and replicate the model. TRACE will spur 30 of Tunisia’s most vulnerable communities to action and generate sustainable resources for development in areas that are vulnerable to instability and violent extremism (VE). Together with USAID/Tunisia’s programs in accountability, decentralization, and youth entrepreneurship (i.e., TADAEEM and Mashrou3i), TRACE will consolidate democratic progress while fostering social cohesion in target areas.

Your contribution

The Finance and Compliance Officer will serve as a member of the SFCG project team on TRACE and will report to Search Tunisia’s Finance, Administration, Logistics, and HR Senior Manager. S/he will serve as the primary in-country finance focal point for SFCG TRACE staff and ensure proper financial management procedures in line with SFCG and USAID compliance protocols.

The roles and responsibilities include but are not limited to:

● Coordinate administrative and financial operations for SFCG TRACE team;
● Ensure all project-related financial transactions comply with SFCG internal policies as well as USAID compliance regulations;
● Process expense reports, reconcile accounts, and classify invoices for SFCG TRACE project staff so as to effectively maintain an orderly and accurate filing;
● Contribute to the monthly financial reporting on TRACE and preparation of requests for payment.
● Participate in daily/weekly scanning with KOFAX of all TRACE expense vouchers.
● Manage the SFCG TRACE team members cash supply, namely petty cash and remittances, for field activities, all in accordance with established procedures;
● Contribute to the monitoring of the administrative, financial and accounting activities for the SFCG’s TRACE project;
● Serve as key liaison between SFCG TRACE team and senior SFCG-Tunisia management on review and approvals of finance and compliance processes;
● Maintain a consistent and efficient filing and archiving system for accounting and administrative records for SFCG’s TRACE project; and
● Provide administrative assistance to Search’s Finance, Administration, Logistics, and HR Senior Manager
● Ensure the daily reporting of the financial situation.

Duration:

initial 12 month contract (CDD), extendable for up to 5 years, with start date beginning of December 2018.

Critères d'éligibilité

  • BS/BA or its international equivalent in accounting, administration, financial management, business management.
  • 3 to 5 years of experience in a similar position with a national or international non-governmental organization or similar experience in a non-profit organization;
  • Experience with USAID rules and regulations or other USG agency is highly desirable;
  • Strong understanding of financial management systems and processes;
  • Excellent written and oral Arabic, English and French.
  • Excellent coordination, communication (verbal and written) and networking skills;
  • Ability to maintain professionalism, creativity, and enthusiasm while working in a fast-paced, often challenging environment with minimal supervision;
  • Ability to work through stringent deadlines with attention to detail, and coordinate and compile information from various sources;
  • Strong ability to multi-task and work independently;
  • Flexibility and capacity to adapt to evolving contexts;
  • Team spirit and ability to collaborate with colleagues in an open and constructive way.
