TITLE: Mental Health and Psychosocial Support (MHPSS) Advisor

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
As part of our humanitarian ambition and 2030 global strategy, Save the Children is developing and implementing a new Surge Capacity Model to further improve the efficient deployment of high quality surge staff to support the delivery of our Humanitarian Responses directly and in collaboration with SCI partners. The model will be a stimulus for other areas of the organisation, demonstrating more collaborative and cost effective ways of working to drive resources closer to children and honour our commitments to sector wide developments including the Grand Bargain and Core Humanitarian Standard.
People surge is a vital component of our humanitarian responses, providing a much-needed expertise and capacity which can be called upon when it is needed most, helping to ensure high quality and timely humanitarian responses and ultimately saving the lives of children and their families. The postholder will provide dedicated surge support for all categories of humanitarian response efforts, interim cover for critical roles and capacity building to country and regional office staff and SCI partners within humanitarian contexts around the globe. When not on deployment the postholder will undertake work at the base location agreed with their subject matter line manager and deployment manager and contribute to the further development of the surge capacity model.
This role will be responsible and accountable for the provision of MHPSS Advice within the Global Humanitarian Surge Platform,
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Role Dimensions: The MHPSS Adviser will generally be deployed to the field as the lead technical adviser in a medium or large-scale complex emergency. On occasion they may also be asked to gap-fill a technical advisory role in a chronic humanitarian country programme or carry out short-term assessment, programme design, coordination, capacity analysis, capacity building, proposal writing or monitoring & evaluation activities. The MHPSS Adviser will also have an opportunity to work on tools development during down time.
The overall responsibility of the MHPSS Advisor will be to assess, design, manage and guide staff in initiating interventions to address the quality of MHPSS interventions and ensure a coordinated approach between all the sectors delivering MHPSS support as well as with other international alnd national actors. The MHPSS Advisor is responsible for ensuring that contextually relevant quality programmes are initiated, and capacity developed to provide MHPSS interventions to children and their familiesin a range of Save the Children’s emergency responses world-wide. The MHPSS Advisor will be expected to lead on sectoral assessment, programme design and master-budgeting, coordination, and also support fundraising, recruitment and procurement in medium and large complex emergencies. The MHPSS Advisor will also be expected to play a leadership role within a response team, through 360o support to colleagues, as well as work to ensure that broader sector coordination mechanisms are functioning effectively.
In most circumstances, the post holder will be expected to mentor and/or capacity build both international and national staff colleagues. The MHPSS Advisor will also be expected to play a role in the national level MHPSS coordination groups and provide input to the global SC MHPSS Specialist Group. The main responsibilities of this post will vary according to the terms of reference for each assignment.
* Lead on MHPSS assessments using SC assessment processes and tools and the IASC MHPSS assessment tool, and/ or guide MHPSS components of inter-agency assessments, including contribution to 4W data collection. Adapt the assessment tools as necessary. Coordinate and collaborate with other SC thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
* Lead on fundraising for MHPSS, including development of high quality concept notes and proposals, and engagement with donors’ MHPSS and other sector advisers. Coordinate with the Interagency MHPSS coordination group on the ground on fundraising and advocacy initiatives with donors.
* Lead on developing MHPSS response plans and master budgets and contribute to Save the Children’s overall response strategy.
* From the response strategy, initiate programming in the following areas as appropriate:
* Help shape broader MHPSS cross-sector strategies through influence of and leadership within inter-agency coordination forums, ensuring the specific needs of children are being addressed. This may involve taking on a co-chairing role within the Interagency MHPSS coordination group on the ground where necessary.
* Prepare and oversee programme implementation to ensure timely delivery of programme activities (for example, monitoring against log frames, individual performance management work plans).
* Prepare timely programme and donor reports on MHPSS project activities in compliance with internal SC requirements and any relevant external donor requirements.
* Working closely with the HR team, lead on identifying MHPSS staffing needs (both national and international) for emergency programmes, and ensure rapid recruitment, induction and training of new staff.
* Identify programme supply needs and coordinate with the logistics team to put in place a sensible phased procurement plan.
* Working closely with the Monitoring & Evaluation team, put in place an M&E plan, ensuring this links to reporting requirements, and capacity build MHPSS and M&E field staff in carrying out the work.
* Working closely with the Accountability lead, put in place accountability mechanisms, ensuring that feedback is incorporated into programme design and learning disseminated to the wider sector.
* Ensure that humanitarian minimum standards are maintained in accordance with the IASC Guidelines on MHPSS, the Minimum Standards for Child Protection in Humanitarian Action, the INEE Minimum Standards, the Sphere Charter & Minimum Standards and the Core Humanitarian Standard.
* Develop learning needs assessments and capacity building plans for both SC and partner staff, linking capacity building initiatives to wider opportunities identified via coordination and networks. Together with other sectors identify multi-sector capacity building opportunities.
* Ensure that basic trainings on IASC Guidelines, PFA etc are available and prioritized across sectors
* Coach and mentor MHPSS staff and national level counterparts and link in to wider organisational talent development mechanisms.
* Take the initiative in developing an evidence-base, documenting lessons learnt, best practice and case studies to shape in-country strategies and programme approaches, and contribute to broader learning within MHPSS.
* Pro-actively identify advocacy opportunities, case studies and research opportunities which link with wider organisational and sectoral strategic objectives, and turn these into action.
* Play a leadership role in shaping communications and media priorities in line with thematic priorities, may be trained to act as a spokesperson when required.
* Demonstrate leadership in relation to Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties commensurate with their skills and experience.
The postholder will be available to deploy to all phases of a humanitarian response within 72 hours for between 2 – 16 weeks,
Within a 12 month period, 50% – 70% of time will be spent on deployment (approx. 6 – 8 months of the year excluding annual leave) . While 30 % – 50% of time will be spent undertaking work at the base location (approx. 2 – 4 months excluding annual leave).
The post holder is required to work outside normal working hours in the event of a large scale emergency.
