Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Safety Coordinator for Tunisia and Alegria missions. The aim of the position is to ensure that Danish Refugee Council’s Safety Risk Management System (SRMS) is successfully implemented in North Africa (incl. effective MOSS, regularly updated Safety Risk Assessments for all SLS locations) and capacity of the Safety Focal Points with contextualized mentorship. The Safety Coordinator will report to the Country Representative, with technical reporting line to the Global Safety Advisor.
The position will provide specific support and technical guidance to Tunisia and Algeria operations.
Your main duties and responsibilities will be:
- Work directly with Country Representatives as Safety Coordinator for Algeria and Tunisia CO’s
- Assist and monitor the development of Country SRAs; supervise the assessment of Safety Levels Scores (SLS) and provide strategic recommendations to the Country Representative for approval
- Under the guidance of the Global Safety Advisor the Safety Coordinator supports DRC SRMS implementation: Minimum Operating Safety Standards (MOSS), Safety Risk Assessments (SRA) for all current locations and facilitate the implementation Local Safety Rules (LSR), Standard Operating Procedures (SOP) and CIMP’s in the 2 countries – Tunisia and Algeria
- Follow the C-19 pandemic situation and advise CR to adjust DRC C-19 measures in Tunisia and Algeria. Share and communicate within the region the C-19 pandemic status with advice and instruction to be followed by staff
- Inform and ensure a technical reporting line to the Global Safety Advisor
- Inform the Global Safety Advisor and CR of non-compliance with DRC SRMS policies, LSRs, MOSS
- Mentor and advise local Security Focal Points in-country
- Visit the countries to conduct safety audits, provide effective, realistic safety support in Tunisia and Algeria
- Assess the safety risk for new and ongoing operations and facilitate program access/continuity through the provision of informed safety risk advice
- Support field staff in all safety-related issues, particularly in emergencies, incident management and recommendations to staff
- The Safety Coordinator is part of the Regional Crisis Management Team(CMT) and supports in crisis and response management under the guidance of the Global Safety Advisor
- Build Capacity of staff counterpart in COs (Safety Focal Points) and support in delivering relevant safety training
- Report relevant safety and humanitarian risk data for all operational areas
- Manage international travel process and staff movement in Tunisia and Algeria
- Represent the DRC in inter-agency fora related to safety issues and develop a country-wide network of safety contacts
About you
To be successful in this role we expect you to have the following:
Required
Experience and technical competencies:
- Have 3-5 years of working experience as a safety and security manager/advisor with an INGO
- Strong contextual knowledge of Tunisia and Algeria dynamics and humanitarian situation
- Proven ability to develop and implement effective and contextualized procedures/protocols and safety management systems
- Experience in humanitarian information gathering, analysis and report writing
- Ability to conduct and produce high quality safety risk assessments (SRAs)
- Experience in critical incident management
- Experience in delivering safety-related training
- Previous exposure and/or participation to Hazardous Environment Awareness Training (HEAT) is an advantage
- Effective abilities in using computer applications (Word, Excel)
Education:
- Safety Course Certificate(s)
- First Aid Certificate(s)
Languages:
- Arabic (fluent)
- French (fluent)
- English (fluent)
Ideally
- Stable and robust character with excellent interpersonal and teamwork skills
- Effective communication and report writing skills
- An ability to establish and maintain good working relationships in a multi-ethnic, multi-cultural and multi-disciplinary environment
- Knowledge of North Africa conflict dynamics and international experience is considered to be an advantage
