Call for Offers: Selection of an architect For the establishment of technical specifications for building a new annex to the new office

1. Introduction

In the framework of the relocation of Rosa Luxemburg Stiftung (RLS), North Africa Office to a new building located at 55, 1st June street, 1082 Mutuelleville, Tunis, RLS needs to contract an architect for the establishment of technical specifications for the construction of a new annex in the new premises. The responsibility of the contractor is to ensure the tasks and responsibilities described in article N°2. The objective of this call for offers is to establish a framework contract with such a provider who can assist the foundation with all technical tasks related to this service.

2. Tasks and responsibilities:

The tasks and responsibilities requested from the contracted architect are splitted on two levels:

I- Level 1: Architectural & technical survey

a) Submission of written documents:

• The General Administrative conditions to the contract
• technical prescriptions of the contract documents.
• Price Schedule
• Submission of acknowledgement & commitment document

b) Submission of Graphic documents

• Drawing the plans of the new annex
• Elevation drawings
• Detailed plans
• 3D modeling

Remarks:

• The topographic map and the geotechnical study will on the charge of the contracted architect.
•  The architect will be the unique responsible to submit an offer including his part and all other involved parties (example: electricity engineering, infrastructure specialists and fluid engineering, control office).
• The period of the contract for the tasks related to level I should be defined beforehand in the submission of the offer.

II- Level 2: Follow-up on the construction site and assistance during the achievement/final acceptance of the works :

• The architect is committed to submit a monthly report about the construction progress
• The period of the contract for the tasks related to level 2 will be defined according to the period of the construction ranging between 6 and 8 months.

3. Duration:

The present call for offers has two axes/levels as described in article N° 2 which results after selection process the establishment of two contracts for the two different tasks and responsibilities as follows:

a) The period of the contract for the tasks related to level I (article 2) should be defined beforehand in the offer.

b) The period of the contract for the tasks related to level II (article 2) will be defined according to period of the construction ranging between 6 and 8 months.
