Overall purpose of the role:

The Regional Risk & Compliance/Safeguarding Specialist will contribute to the development, promotion and roll out of policy to promote a culture which has a zero tolerance to fraud, corruption and safeguarding. They will ensure complainants/survivors listened to, supported and protected from further harm, and ensure all code of conduct cases are registered, and investigated timely in line with DRC agreed practice.
Responsibilities:
Fraud and Corruption:
- Regional communication on Risk Management Policy and Updates related to Code of Conduct and Anti-Corruption Policy.
- Carry out Training of trainers to enhance awareness on Code of Conduct and SEA standards and reporting
- Ensure Countries IC are set up and TOR clearly communicated to members and members formally registered
- Train Country IC in COC areas and reporting
- Ensure all Regional Office cases are logged in COC Registers are up to date.
- Quality Assurance of Country Registers, to ensure cases are all registered and tracked.
- Ensure adequate capacity of trained investigators across countries and run refresher training periodically.
- Ensure all open cases are promptly and effectively managed.
- Provide Training to a pool of Regional Trainers on Code of Conduct and Investigations.
- Review Investigation reports and provide necessary guidance to investigators
- Provide Mentorship to the team of investigators and AO/IC and be available for consultation .
- Liaise closely with Risk & Compliance Team and ensure all high risk areas related to fraud risks are addressed.
- Regularly update HQ on status to provide a periodic overview to RO SMT/HQ/BOD (without details)
Safeguarding/SEA:
- Respond to and where appropriate investigate all allegations of sexual exploitation and abuse
- Provide professional advice to senior managers, and mainly the Country Director and Country AO/IC, Management Team in the country, as well as the Programme Managers of the field locations on matters related to PSEA.
- Ensure Safeguarding investigation protocols are performed to a high standard and consistently.
- Understand the different legal contexts and risks and implement Safeguarding best practice which is legally compliant.
- Ensure consistent practice and commitment to Safeguarding across the different field offices.
- Design and deliver effective strategies, projects, and tools for countering sexual exploitation and abuse across DRC EAGL aligned to DRC Global framework.
- Close consultation with HQ during management of SEA cases.
- Close collaboration with Gender Specialist to enforce organizational policies related to gender and diversity.
- Contribute to DRC’s country risk management processes and follow all EAGL DRC sexual exploitation and abuse processes and procedures
- Provide advice and guidance on sexual exploitation and abuse allegations, at all times taking into consideration the potential risks to personal safety for those involved.
- Carry out high-quality lawful investigations at DRC field offices, taking time to build trust with survivors of sexual exploitation and abuse, so they feel empowered to report.
- Improve the effectiveness of sexual exploitation and abuse deterrence, prevention, detection, and response in the region.
- Research and develop innovative approaches to countering fraud, sexual exploitation and abuse.
Other:
- Support During complex Administrative investigations to ensure quality investigation and reporting.
- Develop a Regional Plan, in Consultation with Country Management, to Influence the development of strategy, supporting and delivering operational implementation.
- Ensure country programme, has in place quality community and beneficiary mechanism feedback through periodic reviews
- Develop solutions to diverse and complex problems within organizational policy.
- Influence managers, staff and volunteers and develop effective networks with external bodies operating in the region/countries.
- Design and develop training materials and deliver training, to create awareness for staff, Interns, partner organizations on DRC policy and position related to COC and PSEA.
- Produce high-quality reports to managers at all levels.
- Run and/or Develop specific assessments and trainings adapted to the needs of staff and partners and allies in countries depending on priority found.
- Work with colleagues to incorporate best practice into risk and control activities.
