- Background
NRC began operations in Libya in 2017 and has continued to scale up its operations in camp and urban settings supporting Libyan IDPs, returnees and host communities, as well as vulnerable migrants, refugees and asylum seekers. NRC is the leading humanitarian actor in the Libya response and implements education, shelter/NFI, Information Counselling and Legal Assistance (ICLA) and multi-purpose cash assistance activities across the country through our offices in Tripoli, Misrata, Benghazi, and Ajdabiya.
As of 2022, NRC Libya will have its Country Office (CO) based in Tunis, Tunisia with two Area Offices inside Libya in the East and West. This position will be based in the Country Office in Tunisia with travel to Libya where required.
As a humanitarian organisation working in a challenging operational environment, it is of great importance to work in compliance with governmental rules and regulations, donor regulations and contracts as well as NRC’s own policies and procedures in order for NRC to maintain its position as a trustworthy partner for all external stakeholders and to ensure highest quality programming reaches the intended beneficiaries.
The Risk and Compliance function plays a significant part in assessing and qualifying procedures and systems, which include implementing risk mitigation measures and compliance checks. The function reports directly to the Head of Support. The function is covering NRC Libya activities (Programme and Support) with a primary focus on risk management and mitigation in line with NRC’s internal audit methodologies.
- Role and responsibilities
The Risk and Compliance Technical officer is responsible for supporting the Country Office’s (CO) efforts to effectively manage risks; promoting a risk management culture within the CO, for supporting the CMG (Country management Group) in ensuring the CO’s compliance within high-risk areas and with regulations not specific to a given function (i.e. SSD, COTER, sanctions); and responding to any issues or questions that arise relating to the CO’s work on PSEA, DPR, legal and Code of Conduct.
Generic responsibilities
- Support the CMG (Country Management Group) by ensuring:
- That risks in the CO’s operations are monitored and controlled effectively; and
- CO’s compliance within high-risk areas/issues, by:
- Helping identifying such high-risk areas/issues;
- conducting regular compliance checks on the said areas/issues (e.g. spot checks);
- reporting regularly to the Head of Support on compliance issues; and
- Support in implementing compliance improvement measures throughout the CO.
- Support the Head of Support and CMG with monitoring all risk management and compliance related CO registers, namely the CO Risk Register, Waiver Register, Recommendations Tracker and Standards Operating Procedures (SOP) Register.
- Support function leaders in the CO with ensuring that all SOPs in the CO are aligned with policies and regulations not related to a specific function, are coherent with other SOPs throughout the CO and NRC and follow basic quality principles.
- Support the CO’s focal point for audits in the coordination of the work among the different CO’s sections/units to respond to external audits initiated by institutional donors and to facilitate the follow up of these audits’ recommendations.
- Provide training and support to CO staff on the following: i) Areas of expertise held by the R&C function at HO (Risk management, compliance, PSEA, Data Protection, Code of Conduct, legal and complaints management) and ii) compliance with regulations not specific to a given function (i.e. SSD, COTER, sanctions).
Specific responsibilities
- Support the Head of Support and CMG in establishing a Risk and Compliance Unit in NRC Libya, focusing on putting in place risk mitigation and management measures and compliance checks in line with NRC Risk and Compliance SOPs and standards.
- Support the in-country function leaders (Head of Support, Area Managers, Head of Programmes, Health Safety and Security Manager) in evaluating the soundness, adequacy, and effectiveness of operating policies, procedures, and controls, in the areas of Programme, Finance, HR, administration, and logistics and procurement and make recommendations for improvements in accordance with NRC’s operational standards as expressed in the various policy documents, handbooks and other guidelines.
- Support in Monitoring compliance in the implementation of NRC’s policies, procedures and controls through regular spot checks, field visits and in-depth reviews.
- Support in developing and monitoring standard filing and referencing system which ensures that complete documentation exists for all transactions.
- Support in monitoring action plans to implement recommendations made in internal and external audits and evaluations.
- Support finance unit to prepare for external audits.
- Follow up with all units covering all area offices for donor audit
- Ensure that annual self-assessment forms are correctly filled
- Conduct vouching checks for transactions in collaboration with relevant staff
- Conduct and support on the monthly spot checks to ensure all operations covering all area offices adherence e.g. Document Management, including SSD, Data Protection, Anti-Corruption, Sanctions, including counterterrorism (e.g. vetting), Partnerships (downstream and lateral)). Report findings to the CMG on a regular basis

Context/ Specific skills, knowledge and experience:
- Experience in working in compliance positions both in the private sector as well as in humanitarian/recovery contexts.
- Documented results in establishing and/or consolidating effective risk and compliance systems.
- 1-3 years’ experience in the compliance/audit sector
- Conversant with INGO and NGO programming (i.e. shelter, education etc.).
- Knowledge about own leadership skills/profile.
- Advanced working knowledge of MS Office package.
- Bachelor degree relevant for the position or extensive experience in the compliance/audit sector.
