The Korea International Cooperation Agency (KOICA) was established in 1991 as a government organization for Official Development Assistance (ODA) to improve the effectiveness of the Republic of Korea’s grant assistance programs for developing countries by implementing government grant assistance and technical cooperation programs. Present in 46 countries, KOICA provides rich and authentic experiences of Korea’s economic development.

As part of the implementation of the Bilateral cooperation program, Korea International Cooperation Agency (KOICA) is seeking to recruit a Communication Manager.

Your mission:
- Design and execute the communication strategy for the KOICA program; develop and implement a project visibility plan that includes elements related to brand presence, testimonial stories of beneficiaries and digital products.
- Collaborate in the identification and establishment of partnerships with governmental and non-governmental organizations, United Nations actors, civil society, and the media, for the promotion of information dissemination services related to the KOICA Projects.
- Collaborate and create a workflow plan to maintain communication among the project’s stakeholders, contemplating recurring meetings, the dissemination of an internal newsletter, and other initiatives, working in coordination with the Project Manager.
- Facilitate the intervention of teams of experts and collaboration with partners as required.
- Implement a two-way communication mechanism with the communities in order to obtain feedback from the beneficiaries and elaborate useful information for the project.
- Coordinate in creating content for digital platforms, newsletters, reports, presentations, and donor communication
- Collaborate with other colleagues in publishing and editing articles, press releases, human-interest stories, ‘picture’ stories and other advocacy/information materials in French, English and Arabic.
- Manage social media handles and the deliverables of the website – identify target audiences, amplify stories, along with monitoring engagement metrics across all platforms
- Coordinate and spread the impact of the outputs and activities of the bilateral ODA projects, WFK(Worlds Friends Korea) program, CIAT program (i.e. Capacity building program – Master’s degrees) and the KAAT activities (KOICA Alumni Association of Tunisia).
- Assist the Tunisian authorities in the preparation of the new project proposals.
- Support the focal point for communication with Ministry of Economy and Planning and Ministry of Foreign Affairs.
- Review action plans, participate in communication with partners, and take appropriate follow-up actions. Provide support in the processing of requests.
- Bolstering the communication and visibility activities of KOICA Office in Tunisia, including the preparation of communication materials and their dissemination on the various communication channels (website, social networks, etc.)
- Undertake any other responsibilities assigned by the direct supervisor (i.e. administrative work related to the projects; new project and program process tasks, etc.)
- Present availability for business travel when applicable.
Eligibility criteria:
- 3-year ↑ university degree (a bachelor’s degree or equivalent degree), preferably in the field of management sciences, international cooperation studies, communications, marketing, journalism or any other related field.
- Minimum 5 years (with a Master’s degree) or 7 years (with a Bachelor’s degree) of work experience in public relations, journalism, mass media communications and partnership building; necessarily in an international organization or NGO/INGO
- Knowledge of the regional development problems in Tunisia, and minimum knowledge of the socio-economic context of the country.
- Languages: English and French are the working languages of KOICA. Full professional fluency in English (written and oral), French (written and oral) and also Arabic (written and oral) is required. Knowledge of Korean is an advantage. Candidate’s language skills will be verified during the writing test and the job interview.
- Produce quality documents using MS Office Applications and digital communication tools such as Canva etc. Ability to use Adobe Photoshop or Illustrator will be a merit.
- Understanding of social media platforms and passionate in making a social impact.
- Excellent content curation, management, communication, and interpersonal skills.
- Ability to work as a part of a team and effectively manage multiple and varied tasks.
- Ability to identify priorities and complete tasks in a timely manner.
- Ability to work independently, proactively and cooperatively.
- Demonstrate integrity by modeling the values and ethical standards of KOICA.
