Operational Context

Under supervision of the Durable Solution Officer, the incumbent’s primary role is to assist the Durable Solutions Unit of UNHCR Libya in effective resettlement delivery in accordance with the UNHCR Resettlement Handbook, UNHCR Manual and relevant policy papers and publications. The Resettlement Assistant provides important clerical and administrative support to activities of the Durable Solutions unit and may as required take part in screening activities for RSD, RST or other solutions. The incumbent maintains frequent contacts with his/her supervisor, relevant colleagues within the same Office or Offices under purview to exchange information and discuss issues on cases for resettlement or other solutions. Contacts and communication at a working level may be required with Embassy / Immigration Officials of resettlement countries, ICRC, IOM and other operating partners regarding departure arrangements.

Functional Statement:

Accountability and Responsibilities:

  • Prepare written documentation for resettlement submission; ensure that records / files of individual cases are updated in a systematic and timely manner.
  • Provide clerical assistance to the team (ex: phone calls to refugees, assistance with ICRC documents)
  • Organize documents and folders in the e-safe drive and on TEAMs;
  • Provide support to the Case Identification Officer in particular with regards to organizing the Durable Solutions Panel weekly meetings;
  • Provide counselling to persons of concern where up-to-date and accurate information on UNHCR’s resettlement policies and procedures are shared;
  • Provide administrative support for resettlement-related training activities, including organization of resettlement workshops and meetings as required.
  • Assist in mitigating resettlement fraud by reporting suspected fraud.
  • Draft/compile weekly team activity reports;
  • Coordinate travel and departure arrangements for refugees accepted for resettlement;
  • Perform other related duties as required.

Critères d'éligibilité

  • Education: Completion of secondary education with certificate/training in International Law, International Relations or related fields required.
  • Job Experience: 2 years of job experience relevant to the functions.
  • Desirable with previous working experiences within the humanitarian field and in particular with refugee protection;
  • Fluency in English and Arabic and any other relevant UN language and an excellent knowledge of the local languages will be an added asset;
  • CM-Cross-cultural communication
  • PR-Resettlement/Repatriation/Voluntary Repatriation
  • MS-Knowledge of geo-political realities and their socio-cultural implications
  • PR-Resettlement Anti-Fraud Policy and Procedures
