Purpose of the RFP
USIP is seeking a health insurance provider inside Tunisia and in neighboring countries to provide a wide range of health insurance coverage for 16 staff members and 12 dependents (28 individuals in total). The health insurance provider must have experience and presence in Tunisia.

- USIP seeks proposals from reliable health insurance providers in Tunisia that can offer the below coverages:
- Health insurance coverage: a wide range of health services including but not limited to dental, vision, maternity and mental health.
- Staff incapacity coverage.
- Staff death coverage.
- Service description.
- The duration of the service required is 365 days starting from April 1st, 2021 and ending on March 31, 2022.
- The required health services are inside Tunisia.
- The selected vendor must be able to offer a comprehensive and competitive plan that will cover USIP’s local Tunisian staff and their families.
- The total number of the health insurance plan beneficiaries are 28 individuals and the total monthly staff salaries is: $28,372.00
Evaluation Scope
To ensure maintaining the best service, the health plan will be evaluated bi-annually based on the staff feedback and the number of cases resolved.
The evaluation criteria:
- Post claims submissions follow up,
- The time required to process claims,
- The time required to resolve cases,
- Accessibility of in-network health providers,
- Quality of the services of the in-network health providers.

Submission Requirements
To be considered under this RFP, please submit the following:
Technical/Narrative Proposal
- The narrative proposal should include the following sections:
- Past Experience: Describe the relevant experience in the field of health insurance service provided in Tunisia or in the region. List at least three current clients with contact details.
- Size of Network and out of Network Coverages: Provide the list of the Network Service providers in Tunisia and list the conditions with out-of-network usage and expenses.
- Types of the Health Plan Provided: Provide information about the availability of the following types of insurance and coverage rates for each in-network or out-of-network coverages.
- Health insurance must include the below coverages: (Inpatient and Out-patient)
- Medical insurance
- Mental health
- Dental insurance
- Vision insurance
- Maternity
- Basic life insurance
- Accidental death and dismemberment insurance
- Long term disability insurance
Cost Proposal
The cost proposal shall include a detailed cost and a cost narrative. It must be in US dollars and in a spreadsheet format (e.g., Excel).

Selection Process
Proposed Schedule
The USIP Selection Committee will review all proposals received on time using the selection criteria established in this RFP based on the best value offered to USIP. The Selection Committee reserves the right to reject any or all proposals, in whole or in part, to award multiple contracts, and/or to enter into negotiations with any party, in the best interests of the Institute. The Institute may cancel this RFP at any time prior to contract award.

General Instructions and Terms
- Complete proposals must be submitted by email to mabayed@usip.org and zaliahmad@usip.org by 12:00 am on February 1, 2021.
- The Institute is not liable for any costs incurred by offerors prior to issuance of an executed contract with the Institute.
- Submissions must be typed and submitted electronically and must include all submission requirements outlined in the Submission of Requirements section of this RFP. No changes or corrections to a response will be allowed after the deadline.
- All submissions should be in English and in US Dollars
- Any questions concerning this RFP should be directed to Marwa Abayed and Zakariya Ali Ahmad at mabayed@usip.org and zaliahmad@usip.org. Pertinent responses will be made available to all offerors by email. No inquiries will be accepted after specified time and date.
- Any proposal not addressing all RPF requirements may be considered non-responsive. Late proposals may be rejected as non-responsive.
- This RFP is not an offer to enter into an agreement with any party, but rather a request to receive proposals from offerors (organizations or persons) interested in providing the services outlined herein. Such proposals shall be considered and treated by USIP as offers to enter into a contract.
- USIP shall not be obligated for the payment of any sums whatsoever to any recipient of this RFP until and unless a written contract between the parties is executed.
- Unless stated otherwise within this RFP, the selected Contractor shall be responsible for providing all equipment and/or supplies required to perform the services.
- The selected Contractor shall not discriminate against any person in accordance with Federal, state, or local law.
- The submission of any materials to USIP in response to this RFP will constitute (i) a representation that the Offeror owns or has unrestricted license to use and license such materials and all intellectual property expressed therein; and (ii) the grant of a non-exclusive license to USIP to use such materials and intellectual property for any purpose, including specifically the evaluation, negotiation, and documentation of a contract with any party.
- Offeror will commit to adhering to the attached USIP Terms & Conditions, else risk removal from consideration. Exceptions to these terms must be clearly outlined in an annex to the Technical Proposal.
