ABOUT MA3AN PROJECT:

Ma3an, is a five-year (2018-2023) USAID funded project and youth-focused project that aims to increase youth participation in civic and political life, address youth grievances, and prevent radicalization in vulnerable communities. Ma3an’s objectives are to equip youth with the skills to engage in civic action to address their communities’ needs and grievances through positive youth development (PYD) and enhance Tunisian capabilities to  prevent and counter violent extremism (P/CVE).

 

BASIC FUNCTION OF POSITION: The Regional Program Manager reports to the CPSU Director (Community Program Support Unit)  and is responsible for program planning, implementation, monitoring, and reporting of all Ma3an activities implemented in peri-urban areas of Tunis (El Kram, Hrairia and Sijoumi) and Zaghouan (Saouef and Nadhour). Other communities can be added according to the evolution of the implementation of Ma3an project . S/he is responsible for overseeing implementation of community-level development activities in Tunis area communities, in addition to building and maintaining relationships with members of these communities and local partners.. 

PRIMARY RESPONSIBILITIES:

  •  Lead and manage the  implementation of all Ma3an program activities in peri-urban areas of Tunis (El Kram, Hrairia and Sijoumi) and Zaghouan (Saouef and Nadhour) to achieve program performance results and outcomes;
  • Manage and maintain strong partnerships and working relationships with local stakeholders, local authorities (governors, mayors, etc) and especially Ma3an local CSO partners,
  • Manage and maintain strong communication and outreach activities to promote Ma3an impact and accomplishments.
  • Manage the implementation of Community Activities, Local Grantee Activities by tracking performance against project timelines, budget, objectives, and deliverables.
  • Engage in frequent site visits to all Ma3an community activities and frequent visits to implementing partners.
  • Maintain a rigorous focus on Ma3an program sustainability by preparing and implementing a bespoke sustainability action plan for each community.
  • Manage and assist with the drafting and reporting of weekly impact stories and reports, as required, to feed into project monthly and quarterly progress reports;
  • Ensure regional programming is compliant with all Monitoring, Evaluation and Learning requirements and that all of Ma3an Management Information System data related to regional programming is accurate and up to date;
  • Ensure Ma3an programming and implementation is in full compliance with all USAID, GoT and FHI360 financial and administrative rules and regulations.
  • Manage internal coordination with the Tunis Community Program Support Unit to promote maximum work efficiency in meeting Ma3an program / admin objectives.
  • Communicates regularly and collaborates closely with the Grants, MEL, Procurement and logistics departments on the implementation of project activities.
  • Escalates any issues/questions as needed to the CPSU director and other senior team members.
  • Perform other related duties as assigned by the CPSU director.

 ADMINISTRATIVE RESPONSIBILITIES

  • Model and ensure all staff members are in compliance with FHI360 and USAID policies and procedures and ensure staff complete their bi-weekly timecards no later than the due date
  • Ensure all staff members have up-to-date TORs and annual goals defined, as well as hold minimum bi-annual performance management meetings.
  • Manage the coordination of all logistics and operations for all activities in target communities;
  • Respect and abide by all the internal regulations of FHI 360

 

Critères d'éligibilité

  • Master’s degree in relevant field of study, such as international relations, international development, or public administration. Commensurate additional work experience will be considered in lieu of advanced degree;
  • A strong understanding of Tunisia’s political and social context;
  • Understanding of, and experience working in, Tunis area communities is preferred;
  • 8 years (minimum) of relevant professional experience; 2 years of experience managing community development, civil society, and/or youth activities preferred;
  • Field work experience
  • Ability to work effectively with local partners and stakeholders;
  • Ability to work effectively in a highly collaborative team;
  • Strong communication, organizational, management, and interpersonal skills;
  • Fluency in French and/or Arabic; proficiency in English preferred; and
  • Tunisian nationals are strongly encouraged to apply.
