Background: Ma3an is a five-year (2018-2023) USAID-funded project with the goal to increase youth participation in civic and political life, address youth grievances, and prevent radicalization in Tunisian communities vulnerable to violent extremism.  Ma3an’s objectives include: Youth are equipped with skills and engaged in civic actions with local actors to address their communities’ needs and grievances (Positive Youth Development – PYD), and Tunisian capabilities to prevent and counter violent extremism are enhanced (Preventing Violent Extremism-  PVE). At the community level, Ma3an uses a community-driven PYD/PVE model to inform and support sustainable interventions through ongoing collaboration between community actors that are inclusive, participatory, and solutions-focused. These include working with and through local CSO partners to understand local dynamics in each community; and implement community-driven PYD/PVE programming involving youth, local NGOs, local government, and other community leaders through community-specific grants.

We are currently seeking qualified candidates for the position of: Regional Program Manager for Medenine Office

Responsibilities

  • Lead and manage all the regional team in Medenine Office to ensure effective development and implementation of all Ma3an project and grant activities in the region, including managing resources strategically to meet project performance objectives and workplan targets, with particular focus on the sustainability of Ma3an’s PYD/PVE community-driven model
  • Supervising the Regional Program and Grants Officers, Regional Grants Procurement Officer, Technical Officer, Finance and Grants Officer coordinating closely with the Regional Monitoring, Evaluation and Learning Officer
  • Responsible for updating regional program strategy and planning every three months
  • Lead, manage and maintain strong working networks and relationships with local stakeholders, local authorities and especially Ma3an local CSO partners; manage and maintain strong communications and outreach activities to promote Ma3an impact and accomplishments through various media and social media platforms
  • Liaise with other donors and implementing partners to share information and minimize overlap of funding of activities
  • Manage drafting and reporting of weekly impact stories and reports, as required, to feed into project monthly and quarterly progress reports
  • Ensure regional programming is compliant with all Monitoring, Evaluation and Learning requirements and that all of Ma3an Management Information System data related to regional programming is accurate and up to date. Ensure that all LPs adhere to USAID branding guidelines.
  • Responsible for advising USAID AOR, the Chief of Party, and other program staff on the evolution of the local political, economic and social situation in their area and on how to continually adapt the program to ensure it remains relevant and effective;
  • Follow up and Monitor Local Partners activities in Tataouine and Medenine
  • Coordinate closely with the Program Director for any input or advice related to Ma3an P/CVE activities and/ or civic engagement at the national and the regional level.

 Administrative Responsibilities:

  • Model and ensure all staff members are in compliance with FHI360 and USAID policies and procedures and ensure staff complete their bi-weekly timecards no later than the due date specified by the Director of Finance;
  • Ensure all staff members have up-to-date TORs and annual goals defined, as well as hold minimum bi-annual performance management meetings.
  • Manage the coordination of all logistics and operations for activities in target communities;
  • Respect and abide by all the internal regulations of FHI platform office

Critères d'éligibilité

  • Dynamic team player with ability to manage teams and projects collaboratively; strong communication, organizational, management, and interpersonal skills;
  • 8 years (minimum) of relevant professional experience; 4 years of experience managing community development, civil society, and/or youth activities preferred;
  • Master’s degree in relevant field of study, such as international relations, international development, or public administration. Commensurate additional work experience will be considered in lieu of advanced degree; Fluency in English & French and/or Arabic;
  • A strong understanding of Tunisia’s political and social context; experience working in, target area communities is preferred; ability to work effectively with local partners and stakeholders work effectively in a highly collaborative team.
